Weekly review for October 04-09, 2021


October 04, 2021. Members of the State Great Hural B.Enkhbayar, E.Bat-Amgalan, Kh.Bulgantuya, B.Saranchimeg and J.Chinburen presented a draft law on amendments to the Law on Land to the Chairman of the State Great Hural G.Zandanshatar. The draft law is based on the urgent need to change and improve the regulations that seriously violate the property rights of citizens living in public housing.


October 04, 2021. The State Great Hural (Parliament) of Mongolia and the Sub-Committee on Sustainable Development Goals (Parliament) of Mongolia, in cooperation with the Government of Mongolia and the United Nations, organized a high-level national forum on “Sustainable Development Goals”. As Mongolia’s key stakeholders in the development, including the Parliamentarians, the Cabinet ministers, Diplomatic Missions, representatives from the civil society, development partners and the academia, and most importantly from the private sector, discussed the importance of integration of the SDGs in the national policies and programs and their implementation in Mongolia.


October 04, 2021. Members of the State Great Hural (Parliament) Kh.Bulgantuya and T.Dorjkhand submitted a draft law on amendments to the Law on the State Great Hural to the Chairman of the Parliament G.Zandanshatar.


October 04, 2021. At the plenary session of the Parliament held on August 28, 2020, amendments were made to the Law on Health and the Law on Health Insurance. Members of the working group responsible for reviewing the activities of health organizations to monitor the implementation of the Health Insurance Fund's budget for 2021, the Law on Health Insurance and the Law on Health worked at the General Authority for Health Insurance.


October 05, 2021. The State Structure Standing Committee of the State Great Hural ratified its agenda for October 2021. The Standing Committee scheduled to discuss the draft law on supervision of the State Great Hural of Mongolia, the draft law on amendments to the Civil Service.


October 05, 2021. The Standing Committee on Industrial Policy heard the implementation of the law to support oil refinery development. Mongolian oil refinery state-owned company is responsible for the implementation of oil refinery project underway in Dornogovi aimag. The bill is aimed at ensuring the realization of the construction project of an oil refinery underway with the loan agreement between the Government of Mongolia and the Exim Bank of India.


October 05, 2021. The Standing Committee on Budget ratified its agenda for October 2021. The Standing Committee scheduled to discuss the draft law on the Budget of Mongolia for 2022, the Budget of the Social Insurance Fund for 2022, the Budget of the Health Insurance Fund for 2022, the Budget of the Future Heritage Fund for 2022, draft law on amendments to the 2022 Budget Framework Statement of the Unified Budget of Mongolia and the draft law on 2023-2024 budget forecasting.


October 06, 2021. The Standing Committee on Legal Affairs agreed to appoint Mr. Gangabaatar Dashbalbar, 43, as a member of the Constitutional Court (Tsets) and introduce its decision at the plenary session. The candidate proposed by the Supreme Court, was born in 1978 in Baruun-Urt sum, Sukhbaatar aimag. Graduated from the Institute of Foreign Languages in 1994-1998 as a translator and from the Law School of the National University of Mongolia in 2000-2002 as a lawyer. From 2003 to 2005, he received a master's degree in law, and from 2008 to 2011, he received a doctorate in law from the Law School of Nagoya University. Doctor of Law, Professor of the School of Law, fluent in English, also speaks Japanese, Russian, Tibetan and German. After, the Committee ratified its agenda for October 2021.


October 06, 2021. Deputy Prime Minister of Mongolia, MP S.Amarsaikhan and other members of Parliament B.Delgersaikhan, B.Choijilsuren, T.Enkhtuvshin and T.Aubakir submitted a bill on amendments to the Law on Free Zones to Chairman G.Zandanshatar. MPs believe that no substantial works were made in the investment sphere and thus, legal environment needs to be improved to expand and develop construction and operations on the site.


October 06, 2021. The Standing Committee on Economics agreed to discuss the draft law on amending the Law on Investment and the draft law on amending the Law on State Registration of Legal Entities. According to the bill, the capital threshold of a foreign investor is to decrease from 100,000 to 50,000 us. dollars.


October 06, 2021. Chairman of the State Great Hural (Parliament) of Mongolia Mr. G.Zandanshatar met with Mr. Vinod Ahuja, Country Representative of Food and Agriculture Organization of the United Nations in Mongolia. The parties exchanged views on food and agricultural projects supported by the Food and Agriculture Organization of the United Nations and possibilities in cooperation in this area.


October 06, 2021. Foreign Minister Ms. B.Battsetseg submitted the draft law on joining the amendments to the Montreal Protocol on Substances that Deplete the Ozone Layer (the Montreal Protocol)  and the draft law on ratification of the Treaty on the Prohibition of Nuclear Weapons. The Montreal Protocol is an international agreement made in 1987. It was designed to stop the production and import of ozone depleting substances and reduce their concentration in the atmosphere to help protect the earth's ozone layer.


October 07, 2021. At the plenary session of the State Great Hural (Parliament) of Mongolia, the draft law on amending the Law on Investment and the draft law on amending the Law on State Registration of Legal Entities were agreed to discuss. After, an issue to appoint Mr. D.Gangabaatar as a member of the Constitutional Court (Tsets) was discussed and ratified by a majority of parliamentarians.


October 08, 2021. At the plenary session of the State Great Hural (Parliament) of Mongolia, the implementation of the resolution on coal transportation in the mining sector and the measures to be taken in the future were heard. Minister of Road and Transport Development, MP L.Khaltar introduced the implementation.


October 09, 2021. President of Mongolia U.Khurelsukh in his statement, delivered at the General Assembly of the United Nations, announced that Mongolia has launched a campaign to plant a billion trees by 2030. In the scope of the initiation, citizens, government organizations and NGOs started planting trees nationwide. Accordingly, Chairman of the State Great Hural (Parliament) of Mongolia G.Zandanshatar attended the tree planting measure organized by Chingeltei district involving local authorities, school and kindergarten teachers, and public servants.
