The 2021 Spring Session of the State Great Hural commences

The Regular Spring Session of the State Great Hural (Parliament) of Mongolia convened on 15 March 2021, 10:00 AM with an attendance of 93.2 percent of members of parliament. 

The Prime Minister of Mongolia L.Oyun-Erdene, participated in the opening of the session. The heads of foreign diplomatic missions and permanent representatives of international organizations in Mongolia, and heads of government agencies appointed by the State Great Hural (Parliament), and those who report to the Parliament, attended the session online.
Mr.G.Zandanshatar, Chairman of the State Great Hural, opened the 2021 Regular Spring Session of the State Great Hural. In his speech, he noted that the spring session of the State Great Hural (Parliament) has been extended by more than 75 days due to amendments to the Constitution of Mongolia and that the rule of law can only be established if human rights are enshrined in every legislation. The Chairman also remarked that due to these reasons, the focus of this 2021 Regular Spring Session will be on democracy and human rights. He stressed that the Law on the Judiciary was ratified with the purpose of overthrowing a system of the unjust judiciary, whose work is based on the orders of political and economic groups. The Chairman also noted that he hoped to see The Spring Session of the Judiciary be organized in a manner of equal participation, openness, and fairness, according to the principles of democracy and the oversight of citizens and the public. The importance of the media and public and their participation and oversight was also stressed.

The Chairman remarked The Law on State Great Hural Oversight should be discussed and approved this spring session, and that the amendments to the Constitution have given members of parliament the right to relinquish their budget allotment and appointment powers, and thus expand their main legislative and oversight functions. The Chairman noted he has established a working group on drafting legislation on State Great Hural oversight, to be discussed this session, with the aim of strengthening parliamentary oversight to firmly impede all wrongdoings.
The agenda of the spring session includes the Legislations on State and Local Property, The National Wealth Fund, The Legal Status of the Capital City and Towns and Villages, Environmental Protection, Land, Minerals, Education and Social Insurance, Pensions and Benefits. It was emphasized that significant laws, such as the Law on Political Parties and the Law on the President, should not be transferred to the next session, and that the value of the legal revolution and the interests of the country and the people are not to be undermined.

Furthermore, a working group chaired by Mr.T.Ayursaikhan, Vice Chairman of the State Great Hural (Parliament) was established to oversee the implementation of the State Great Hural Resolution (Parliament) No. 92 of 2019 on “Ensuring the Interests of Mongolia in the Utilisation of the Oyu Tolgoi Mine”. The Working Group has sub-working groups focusing on the implementation of each article and provisions of Resolution No. 92. The State Great Hural (Parliament) and the Government share a common position that the interests of Mongolia and its citizens should be ensured first and foremost in the utilization of this deposit. He stressed that positive results have already begun to appear.
At the end of his speech, Mr.G.Zandanshatar, Chairman of the State Great Hural (Parliament) observed that “We are living in defining moment of our history, at the onset of the Mongolian Revival. We have been predestined to initiate the starting point of development and progress of a New Mongolia in a New Century.” He called on to be deeply aware of this honorable responsibility and to strive for unity, righteousness, and the glory of Mongolia.
The opening ceremony of the spring session concluded with the national anthem of Mongolia.
