Functions of the Secretariat

1.To provide professional and methodological advice and assistance to the State Great Khural, its Standing committees, sub-committees and ad-hoc committees, working groups and members of parliament;

2.To review the elements of draft laws to be submitted to the State Great Hural and other decisions of the State Great Hural and prepare them for the submission in accordance with the relevant procedures;

3.To carry out procedural preparations for submission, deliberation and approval of draft laws and other decisions of the State Great Hural

4.To manage and run the business proceedings and finances of the State Great Hural, its Secretariat, and political party and coalition caucuses in the State Great Hural and spend the budget in accordance with relevant laws and regulations;

5.To ensure technical readiness for plenary sessions, meetings of the Standing committees, sub-committees and ad-hoc committees, political party and coalition caucuses;

6.To formalize the final readings, publish and disseminate the final transcripts of the approved laws and other decisions of the State Great Hural;

7.To keep official recording and transcribing of the proceedings of the parliament sessions, and to handle the use and archiving of the records;

8.To manage paperwork, record keeping, and archiving of the State Great Hural and its Secretariat and organize copy-making and distribution of documents related to the agenda of the parliament sessions;

9.To organize the media and public relations activities of the State Great Hural;

10.To review and summarize the status of resolving of petitions, comments, and complaints submitted by citizens and legal entities to the members of parliament and to report them to the Speaker of the State Great Hural, relevant Standing Committees, and members of parliament;

11.To be in charge of foreign affairs of the State Great Hural and its Secretariat and prepare necessary documents; to organize preparatory works for visits to foreign countries and to organize preparatory works, receive and serve the international guests and representatives at the State Great Hural level;

12.To provide methodological support to Standing committees, sub-committees and ad-hoc committees and working groups in carrying out parliamentary oversight functions;

13.To create a database and provide information related to draft laws to be discussed at the parliament session, other draft decisions of the State Great Hural and information about the implementation of particular laws at the request of the members of parliament;

14.To get the Government and the other relevant bodies to provide necessary information, documents and materials;

15.To create a database of the laws and regulations of Mongolia and serve the members of parliament;

16.To keep monthly records on the attendance of members of parliament at the plenary sessions and the Standing Committee meetings and make the records open to the public;

17.To fulfill other duties, assigned by laws and other decisions of the State Great Hural;

18.To provide parliamentary library services;

19.To improve citizens' knowledge and education about parliamentarism and to organize trainings and awareness raising campaigns

20.To conduct studies and researches, needed for the State Great Hural to exercise its mandate to enact laws, and for members of parliament to initiate laws and for the processes of elaborating and discussing draft laws;

21.To make analysis and provide professional and methodological assistance in discussing the annual budget bills and medium-term budget framework statements at the State Great Hural;

22. To carry out researches and make analysis on the impact on the state budget after the approval of the submitted laws and other decisions of the State Great Hural and make recommendations thereon;

23. To make a legal analysis and conclusion on whether the submitted laws and other draft decisions of the State Great Hural are in compliance with the Constitution of Mongolia and other relevant laws and the international treaties, to which Mongolia is a party;

24.To provide professional and methodological assistance to the Standing Committee on matters within its scope of functions;

25.To provide organizational assistance and information to the Standing Committees.
