Members of the Parliament are presenting the draft amendments to the Constitution to receive citizens’ opinion

The first discussion of the draft amendments to the Constitution of Mongolia was held at the Plenary Session of the State Great Hural on May 5 2023. According to the Law on Amendments to the Constitution of Mongolia, the period between discussions shall be at least 7 working days, depending on the nature and scale of the issue under discussion. During this period, the members of the State Great Hural shall report the results of the activities to their constituencies directly or through their representatives, study and take into account citizens' opinions.


According to this regulation of the law, the Chairman of the State Great Hural G.Zandanshatar appointed members to work in their constituencies by Order No.85 of 2023. The members of the State Great Khural are working in their constituencies to present the citizens and voters on the proposed amendments to the Constitution submitted by the Government.


The citizens of Bayangol district of the capital city were presented with the draft amendments to the Constitution and their opinions were taken 

The Deputy Speaker of the State Great Hural S.Odontuya and the Member of Parliament Kh.Ganhuyag worked in the capital's Bayangol district, presented the draft amendment to the Constitution to the citizens, and started a meeting and discussion to get opinions from them.


On the first day of the meeting, they met with the citizens of the 22nd and 26th Horoos of Bayangol District, presented in detail the draft amendment to the Constitution and listened to the opinions of the citizens. On the issue of whether to increase the number of members between 108 and 120, the majority of citizens supported the draft amendment to the Constitution. N.Munkhbat, a citizen who participated in the meeting and discussion, said, "I support the draft amendment to the Constitution. It is time to change the election system of the State Great Hural. But we need to have a right system."

Songinohairhan district and taking their opinions

Members of Parliament P.Anujin, E.Batshugar, B.Jargalmaa, and N.Uchral, ​​ elected from Songinokhairkhan district of the capital city, introduced the draft amendment to the Constitution to the citizens, held meetings to listen to their opinions on the draft. During the meetings, the citizens shared their opinions which were to increase legal responsibility of the members, with the increased number of members to reduce the number of personal representatives and assistants, to include representatives of respective sectors, to change the system, and take full responsibility in their seats, without "wearing a double coat". In addition, in order to ensure the independence and security of the country, it was suggested that the State Great Hural should have 100-123 members. During the meeting, the majority of citizens expressed their support for the draft, and the Members of Parliament expressed their willingness to formally submit the citizens' proposals to the Parliament.

The member of the State Great Hural B.Jargalmaa presented to the citizens of the Horoos 12-17, 30, 31, and 43 of Songinokhairkhan district the draft amendment to the Constitution and held a meeting to listen to the views and opinions of the citizens. More than 350 citizens participated in the meeting, 17 people gave their opinions, and 11 citizens expressed their support for the draft, while 4 citizens did not support it.  Citizens who gave their opinion said that while increasing the number of members of the State Great Hural, it is better to have fewer than 152 members, and that by expanding the composition of the parliament, the competition and justice will reign, and transparency will be ensured. They also expressed the position that the State Great Hural should include representatives of various sectors, and that parties should nominate people who are free from corruption, ethical, educated, and competent.

Citizens of Hentii province are paying close attention to the

draft amendment to the Constitution 

Ts.Iderbat, a member of the State Great Hural, is working in Hentii province these days, presenting the draft amendment to the Constitution, discussing and deciding whether it should be discussed, and holding meetings to listen to citizens' positions and receive their suggestions. He met with the representatives of Batshireet soum residents, gave a detailed presentation about the draft and listened to their opinions. 11 citizens, who participated in the meeting, gave their opinion and expressed their position. For example, N.Borhuuhen, a citizen of Norovlin bag of Batshireet soum, said, "I understand that the 152 mandates included in the draft law are the final or upper limit.


Therefore, it can be 120 as average, not 152. People who are nominated and elected as members of the State Great Hural must be people from various sectors. And, women should be properly represented". N.Altanhuyag, B.Bayarsaihan, and N.Tsendsuren, citizens of Onon bag, said that it is right to have 152 members in the State Great Hural, and it is desirable to conduct the elections of the State Great Hural in a mixed system. On the other hand, as the composition of the parliament is expanded, there were suggestions related to ensuring the representation of different social groups and sectors, strengthening the accountability system, and creating a legal framework for voters to recall their representatives if necessary.

The member of the State Great Khural Ts.Iderbat  continued to work in Gurvanbayan village of Hentii province, presented the draft amendment to the Constitution, and received the opinions of the citizens. In the draft amendment to the Constitution, the number of members of the State Great Khural will be increased to 152, and 76 members will be elected by the majority method and 76 members will be elected by the proportional method.

During the meeting, citizens expressed their support for the amendment of the Constitution. They expressed their support for the number of members to be 120, emphasized that it is desirable to include representatives of many parties in the legislative body of Mongolia, and to hold the State Great Hural elections by a combined majoritarian and proportional system.

The draft of amendment to the Constitution were presented to the citizens of Bayan-Ulgii province and their opinions were received 

H.Badelhan, a member of the State Great Hural, is currently working in Bayan-Ulgii province in accordance with the Decree No.85 of 2023 of the Chairman of the State Great Hural. He introduced the draft amendment to the Constitution, whether it should be discussed, and started the meetings in Sagsai soum to listen to the views of the citizens and receive their suggestions.


Citizens, who participated in the meeting and discussion, expressed their opinion that it is desirable to hold the State Great Hural elections by a combined majoritarian and proportional system, as well as to increase the capacity and responsibility of the parliament to represent the people, and to increase the number of mandates to represent the voters. In doing so, some of the citizens who gave their opinion said that they believe that the number should be reduced a little according to the version included in the draft.


Citizens of Orhon province received information about the draft amendment to the Constitution and expressed their opinion

According to the Decree No.85 of 2023 of the Chairman of the State Great Hural, D.Batlut, a member of the State Great Khural, is working in Orhon province. He presented detailed information related to the draft amendments to the Constitution to the citizens of Jargalant soum of Orhon province, the employees of Thermal power plant of Bayan-Undur soum, and the employees of the state-owned enterprise "Erdenet-Bulgan electricity distribution network". Member D.Batlut explained that with the approval of the draft, the representation of the rights of citizens will double and the concentration of power per member of the State Parliament will be reduced by half. In addition, specific suggestions were expressed, such as the tendency of regionalization and circularization will be reduced by half, and the state's budget investment will be more focused on solving basic social problems, the immunity of the parliament will be doubled, and the risk of being affected by any influence will be reduced by the same amount.

Members of Parliament S.Amarsaihan and T.Sandag-Ochir are working in Nalaih district of the capital.

In accordance with the Decree No.85 of 2023 of the Chairman of the State Great Hural, the members are working in their constituencies, informing and presenting to the citizens and voters the proposed amendment to the Constitution and the discussion and decision on whether or not to consider it. Member of State Great Hural S.Amarsaihan and Ts.Sandag-Ochir are working in Nalaih district of the capital according to the above order. First, the citizens of the 1st, 2nd, 3rd, 4th, 7th, and 8th horoos of the district were introduced in detail the draft amendment to the Constitution, and their feedback was received.


The members of the State Great Hural shall work in their constituencies for a period of 7 days, inform the citizens and voters about the proposed amendments to the Constitution submitted by the Government, discuss and decide whether to consider them, listen to the views of the citizens, collect and consolidate the relevant opinions. The consolidated report will be submitted to the Standing Committee on State Structure by the 17th of this month, and the Standing Committee will submit it to the Working Group, responsible for preparing the draft amendments to the Constitution for the second and third discussions by the 18th.
