Directions of cooperation between The Secretariat of the State Great Hural and The Asia Foundation discussed

The Secretary General of the State Great Hural L.Ulziisaikhan met with Laurel E.Miller, the President of The Asia Foundation, to exchange views on cooperation between the Secretariat of the State Great Hural and The Asia Foundation.


The Asia Foundation has been working with Mongolia for over 30 years and has undertaken various activities to improve governance, reduce the effects of climate change, ensure gender equality, and support the fight against corruption.

At the meeting, Ms.Ulziisaihan mentioned that the Secretariat of the State Great Hural signed a Memorandum of Understanding (MoU) with The Asia Foundation in 2021, which outlined the areas of collaboration. Since the establishment of the (MoU), the two organizations have collaborated to enhance the public’s knowledge and understanding about the State Great Hural, promote parliamentary education, research and training, foster capacity building, and increase the openness and transparency of the State Great Hural. She also shared the Secretariat’s plan to organize a training program on self-evaluation on human rights and gender-sensitivity in collaboration with The Asia Foundation. Ms.Ulziisaikhan also commended the work of Mr.Mark Koenig, The Asia Foundation’s Country Representative in Mongolia, and his team.


Ms.Miller congratulated Ms.Ulziisaihan for becoming the first Secretary General of the State Great Hural, noting that it is Mongolia’s achievement, and expressed gratitude to governmental institutions of Mongolia for supporting The Asia Foundation’s cooperative activities. She also asked about the implementation of the amendments that were added to the Constitution as a result of the “Deliberate and Resolve” deliberative polling, the activities of the government, in particular the ongoing work in terms of ensuring citizens’ participation in policy making and legislative processes, and discussed possible avenues for further cooperation.


Ms.Ulziisaikhan said that the enlargement of the legislative body and changes to the electoral system entail the necessity to study the experiences and good practices of parliaments with a high number of members, improve the legal framework by revising the Law on the State Great Hural of Mongolia, Law on the Procedures of the Session of the State Great Hural of Mongolia as well as other relevant legislation, and improve the capacity of the staff of the Secretariat. Furthermore, she introduced the D-Parliament platform in detail.


The meeting was attended by Ts.Batbaatar, Deputy Head of the Secretariat of the State Great Hural, Ts.Jambaldorj, Head of the Department of Foreign Affairs of the Secretariat, B.Purevdagva, Head of the Administration and Human Resources Department, and Mark Koenig, The Asia Foundation’s Country Representative, reports the Media and Public Relations Department of the State Great Hural.
