The first ever free anddemocratic multi-party election in Mongolia was conducted in July 1990reforming the People's Great Hural. The People's Great Hural ratified a law on“Changes to the amendments on the Constitutions of the Mongolian People’sRepublic” that resulted to form the State Baga Hural, which was the highestgoverning and permanent body of the state to set up a law, monitor andorganize. Accordingly, the first session of the State Baga Hural held onSeptember 13th of 1990 inaugurating the permanent functioning parliament byforming a new system of state institution that has been lasting 30 years sofar.

Parliament is the body oftrustees representing the people, who have the power to represent themselves,and the supreme legislative body under the public control. The English word“parliament” meaning evolved over time, originally referring to any discussion,conversation, or negotiation, and is a high-level legislative body.

Althoughthe history of Mongolia's parliamentary development is comparatively short, buthas been succeeded much in setting the legislative foundation to nurture a newdemocratic society in the country.
