Today (2025.01.08), Prime Minister L. Oyun-Erdene submitted the “Approval of the General Development Plan of Ulaanbaatar City Until 2040” draft parliamentary resolution to Chairman of the State Great Hural D. Amarbayasgalan.
While introducing the resolution, the Prime Minister emphasized that as Ulaanbaatar’s population grows rapidly and economic and social activities intensify, the lack of proper planning has led to unregulated settlements, environmental degradation, and violations of citizens’ rights to a healthy and safe living environment. He underlined the urgency of creating and implementing a new urban development framework.
The proposed development plan incorporates key measures to establish satellite cities and settlements within the Ulaanbaatar region. These areas will focus on culture, education, agriculture, food, light industry, transport logistics, economic zones, and tourism. The plan aims to create 193,000 new jobs and reduce urban congestion. Furthermore, the capital city will transition from a centralized, single-core urban structure to a multi-core city model, enabling more accessible social and government services for citizens.
As part of this vision, the "20-Minute City" concept will be implemented by planning and developing 14 sub-cities, including establishing a secondary city.
