In celebration of Mongolia’s Constitution Day, Chairman of the State Great Hural (Parliament) D. Amarbayasgalan received and honored the deputies of the People’s Great Hural who adopted the democratic Constitution on January 13, 1992, exactly 33 years ago.
The 1992 democratic Constitution was deliberated and adopted over 75 days by more than 430 deputies of the People’s Great Hural and over 50 members of the Little Hural. This historic Constitution enshrined human rights and freedoms, declaring the establishment of a humane, civil, and democratic society in Mongolia as the nation’s ultimate goal.
Chairman D. Amarbayasgalan highlighted the Constitution’s enduring values, stating, "The Constitution guarantees the dignity, rights, and freedoms of every individual while ensuring the principles of separation of powers and checks and balances in governance. These are the cherished values that we, as Mongolians, can take great pride in."
He also reflected on the constitutional amendments made in 2023, which introduced a mixed electoral system to enhance parliamentary representation. “This reform has strengthened the parliamentary system by expanding representation, resulting in a 126-member Parliament with members from five political parties and coalitions. This diverse assembly reflects a broad range of expertise, age groups, and perspectives, fostering pluralism at an unprecedented scale,” he said.
Chairman Amarbayasgalan emphasized the need for swift legal reforms to address the demands of evolving social relations. He pledged to adopt new approaches in governance by ensuring the voices of citizens are heard and encouraging effective public participation in state affairs.
The People’s Great Hural deputies acknowledged the significant representation of various societal sectors in the original drafting and adoption of the democratic Constitution, which successfully declared and guaranteed citizens’ rights and freedoms. They expressed optimism about the achievements of the newly expanded Parliament, which incorporates representatives from diverse fields, ensures gender balance, and has already initiated critical legal reforms.
The former deputies expressed gratitude for the progress made and voiced their support for the continued development of a robust and inclusive legislative system.
