Chairman of the State Great Hural D. Amarbayasgalan visited Yesonbulag soum, Govi-Altai province today (January 28, 2025), where he met with representatives of the judiciary, members of cooperatives, and local residents to introduce parliamentary policies and recently adopted legislation from the autumn session.
During his meeting with judicial representatives, Chairman D. Amarbayasgalan emphasized that the Law on the Judiciary, which came into effect on January 1, 2025, enhances accessibility and transparency in the justice system. He also noted that, for the first time, the State Great Hural approved judicial budget proposals reviewed by the Standing Committee on Justice, addressing long-standing infrastructure issues and ensuring that courts operate in independent, standardized facilities.
The chairman also participated in the Govi-Altai cooperative conference alongside the Governor of the Bank of Mongolia B. Lkhagvasuren and Chair of the Financial Regulatory Commission T. Jambaajamts. He highlighted the progress of the "New Cooperative" movement, which has provided over MNT 700 billion in investment loans nationwide within seven months.
Govi-Altai has established 103 cooperatives, which now play a key role in meeting local meat and dairy demands. He encouraged herders to engage in value-added processing and transform their livelihoods into sustainable businesses, emphasizing that cooperatives could evolve into financial institutions supporting rural communities.
During his meeting with residents of Yesonbulag soum, Chairman D. Amarbayasgalan outlined key policies and legislative achievements from the autumn session. He underscored that the parliament has taken decisive steps to unlock major projects that had been stalled for 30 years, paving the way for economic progress.
Under the regional development policy, the western region will be transformed into an energy hub, with Govi-Altai set to host a renewable energy research center. Additionally, a 50-bed hospital will be built alongside the Govi-Altai branch of the Mongolian National University of Medical Sciences (MNUMS). This initiative aims to position Govi-Altai as a key medical diagnostics and treatment center for the western region, integrating advanced technology and innovation to improve healthcare services. As a result, residents will no longer need to travel to Ulaanbaatar for essential medical treatment.
To address environmental challenges, the chairman announced a plan to construct small reservoirs in 15 soums of Govi-Altai province. This initiative will protect against floods, collect surface water, and strengthen regional water resources. According to the Head of the Water Authority Z. Batbayar, efforts are underway to capture glacial meltwater in the western region, with the first reservoir in Govi-Altai expected to be operational by August 2025.
Residents expressed appreciation for the hospital and water reservoir projects and raised concerns regarding the reopening of the Naransavstai border checkpoint. The chairman noted that the State Great Hural had received 33,407 citizen petitions requesting the removal of a provision to reopen the checkpoint from the public petition system. In response, a working group was established on January 15, 2025, to thoroughly assess the issue with stakeholder participation and ensure balanced decision-making.
