Chairman of the State Great Hural (Parliament) of Mongolia D. Amarbayasgalan held official talks with Zhao Leji, Chairman of the Standing Committee of the National People's Congress (NPC) of the People’s Republic of China, as part of his ongoing official visit to China on February 25, 2025.
Chairman D. Amarbayasgalan expressed pleasure at choosing China as the destination of his first official foreign visit as Chairman, conveying warm greetings from President of Mongolia U.Khurelsukh to Chinese President Xi Jinping and Chairman Zhao Leji. He highlighted the importance of inter-parliamentary cooperation within the Mongolia-China Comprehensive Strategic Partnership, noting that parliamentary ties have significantly expanded through frequent mutual visits and exchanges.
During the meeting, the Chairmen exchanged views on further aligning the strategic development plans of the two countries, particularly emphasizing cooperation in infrastructure development, renewable energy, advanced technology, agriculture, and environmental protection. In this context, they discussed incorporating jointly implemented major projects into China’s upcoming 15th Five-Year Plan, thereby creating a robust legal framework for practical cooperation.
The two sides discussed accelerating the implementation of the intergovernmental agreement on the Gashuunsukhait-Gantsmod cross-border railway, expansion of coal trade, and increased production capacity at the Tavantolgoi coal mine. They also discussed parallel connectivity projects at other border crossings, including Shiveekhuren-Sekhee, Khangi-Mandal, and Bichigt-Zuunkhatavch, as well as expanding the Bulgan-Takashiken port to foster economic cooperation in the western regions, thus creating a joint market involving over 30 million people from Mongolia, China, and Russia.
Regarding Mongolia’s regional development policy, Chairman Amarbayasgalan highlighted the designation of the Western region as an energy hub and the Gobi region as a secondary energy center, proposing increased investment in renewable energy infrastructure. He expressed interest in exploring opportunities for large-scale solar and wind energy projects aimed at exporting electricity to China.
Both Chairmen emphasized expanding cooperation into new areas such as high technology and artificial intelligence. Chairman Amarbayasgalan specifically expressed Mongolia’s interest in joining the supply chain of China's electric vehicle industry and proposed expanding exports of Mongolian agricultural products—such as wheat, flour, animal feed, and primary processed animal products—to China to increase income opportunities for farmers and herders.
Chairman Zhao Leji reiterated China's interest in deepening mutually beneficial cooperation and enhancing strategic alignment, not only in traditional sectors such as mining, energy, and infrastructure but also in digital economy and green development initiatives. He expressed China’s commitment to fostering closer parliamentary ties through enhanced exchanges between specialized standing committees, parliamentary friendship groups, and local governance bodies.
