Bulgantuya emphasized that a parliament that upholds equality and ensures multi-faceted participation plays a crucial role in accelerating social development and establishing justice. She highlighted that the amendments made to the Constitution of Mongolia in 2023 created conditions to enhance the capacity of parliamentary representation, and as a result, 32 out of the 126 members elected in the 2024 parliamentary elections are women. She also introduced the new parliament's 2024-2028 strategic plan, which is based on the principles of human rights and outlines five main goals.
Deputy Chairwoman Kh. Bulgantuya further stated that the strategy prioritizes citizens' rights and emphasizes the importance of quality over quantity in legislation. It aims to establish a parliament based on pluralism and scientific solutions. She also introduced key directions from the Mongolian Government's action program for the next four years, which includes strengthening anti-corruption measures, reinforcing e-governance, increasing government productivity, and initiating process reengineering at all levels. She noted that by accelerating comprehensive efforts in both legislative and executive branches, the government can address issues such as corruption, bureaucracy, and human rights violations.
At the conclusion of her speech, she expressed confidence that the implementation of the 2024-2028 strategic plan would accelerate social development and establish justice, and emphasized her commitment to exchanging experiences and actively collaborating with the IPU and its member countries.
