Martin Chungong: The Mongolian Parliament's inclusion of creating a human-centered legal and regulatory environment in its strategic plan is a noteworthy initiative

The Deputy Chairwomen of the Mongolian Parliament, Kh. Bulgantuya, and the Secretary General of the Mongolian Parliament, B. Baasandorj, met with Martin Chungong, the Secretary General of the Inter-Parliamentary Union (IPU).

At the beginning of the meeting, Deputy Chairwomen Kh. Bulgantuya remarked that the main discussions and sectoral sessions of the IPU's 150th Assembly were progressing effectively and expressed gratitude for the video greeting sent on the occasion of the 100th anniversary of the adoption of Mongolia’s first Constitution. She noted that the growing cooperation between the Mongolian Parliament and the IPU is evidenced by the Memorandum of Understanding signed in 2022.


During the meeting, it was mentioned that the Mongolian Parliament had adopted its 2024-2028 strategic plan, defining its vision, mission, values, and five core goals, along with 16 objectives to achieve them. Deputy Chairwomen Kh. Bulgantuya also expressed appreciation for the consistent professional and methodological advice provided by the IPU based on the practical experiences of member countries. She further highlighted that over 80 new members had been elected to the parliament, which now consists of 126 representatives from five political parties and coalitions following recent institutional changes. She noted that in order to implement the new strategic plan, the Mongolian Parliament has begun legal reforms. These include establishing baseline indicators for parliamentary self-assessment with the support of the IPU, enhancing the capacity for evaluation, and accelerating the parliament’s digital transition.


Additionally, Deputy Chairwomen Kh. Bulgantuya invited Martin Chungong to personally participate in the Asian Women Parliamentarians Forum to be held in Mongolia next year.

In response, IPU Secretary General Martin Chungong praised the Mongolian Parliament for implementing practical and targeted initiatives in line with the Memorandum of Understanding, focusing on human rights, gender equality, and parliamentary democracy. He emphasized that the inclusion of creating a human-centered legal and regulatory environment in the strategic plan is a significant initiative in today's context and expressed full support for its implementation.



Secretary General of the Mongolian Parliament B. Baasandorj highlighted that the Parliament's Secretariat is striving to adopt advanced methods to provide professional and technical assistance in developing human rights-sensitive, inclusive, and contemporary legislation.



He also mentioned the successful joint online meeting and discussion held on March 20 with the IPU on "Human Rights Situation Assessment" and proposed continued cooperation on regional thematic meetings and discussions.
