D. Amarbayasgalan: The issue of creating a legal environment that promotes fair competition and supports the financial market is a key focus of the current Parliament

Under the initiative of the Chairman of the State Great Hural (Parliament) of Mongolia, the Financial Regulatory Commission, the Mongolian National Chamber of Commerce and Industry, and the Mongolian Securities Dealers Association organized the "Bond Forum-2025" event today, April 17, 2025.


In his opening speech, the Chairman of the State Great Hural D. Amarbayasgalan highlighted that the creation of a legal environment that supports economic expansion, fair competition, and the financial market is a key focus of the current Parliament.

He noted that in recent years, the State Great Hural and the Government have implemented certain measures to develop a multi-pillar financial market. The Chairman emphasized that Parliament will support proposals that are based on consensus and understanding among participants, aiming to maintain investors' trust and increase activity.


The Chairman also presented the bill to amend the Law on Legislation, explaining that it aims to create a legal environment where the opinions of stakeholders, including the Parliament, Government, ministries, and private sector representatives, are heard before making decisions on important issues affecting their interests. He specifically noted that this will create a more stable legal environment for private businesses, particularly those in the Mongolian National Chamber of Commerce and Industry.


During the event, the participants were encouraged to freely express their views on the issues related to the bond market, as well as the challenges faced by the financial sector. The Chairman of the State Great Hural emphasized that the discussions would be wide-ranging, and the opinions of non-governmental organizations and the private sector would contribute valuable insights, especially regarding bank and financial policies aimed at supporting businesses and citizens.
