The working group established by the State Great Hural Chairman’s Order No. 114, tasked with reviewing the implementation of the General Education Law, addressing the shortage of teachers at all levels, improving their status, and enhancing the management of state-owned general education schools, has presented its initial findings.
The working group, led by Member of Parliament J. Galbadrakh, conducted a comprehensive study on educational access, quality of instruction, teacher availability, and management issues. As a result of this research, key factors affecting the quality of education were identified, and policy-level solutions were developed.
It was emphasized that 214,000 students in general education schools — accounting for 29.5% of all students — study in classes with more than 40 students, which negatively impacts the quality of education. Therefore, it was recommended to implement the principle of limiting class sizes to no more than 40 students and ensuring that no more than 1,800 students attend a single school.
The study found that across the country, a total of 108 new schools and 95 new kindergartens are needed. Of these, the 2026 Development Plan of Mongolia includes construction of 45 schools and 45 kindergartens. The working group also noted the aim to increase these numbers during the budget discussions next year.
Additionally, it was highlighted that issues such as school buildings, equipment, laboratories, and external engineering infrastructure need comprehensive solutions. Policies supporting teachers’ employment are also necessary—for example, including them in mortgage loan programs and reintegrating qualified teachers who are currently not working in their profession.
The working group plans to compile and finalize its report and present it to the State Great Hural during the spring session of 2025.
