Esteemed Speakers of Parliament,
Honorable Members of the State Great Hural and Fellow Parliamentarians,
Distinguished Officials of International and National Parliaments,
Contributors to the Advancement of Parliamentary Democracy,
I extend to you my heartfelt congratulations on the occasion of the 136th anniversary of the Inter-Parliamentary Union and the International Day of Parliamentarism.
Mongolia became a member of the Inter-Parliamentary Union back in 1962, during a time when it was a one-party socialist state. Even then, we joined the IPU in solidarity with its ideals—promoting global peace, fostering humanitarian, civic, and democratic societies, strengthening good governance, and protecting human rights. Throughout the years, we have remained a steadfast and active partner in advancing these shared principles.
The State Great Hural (Parliament) of Mongolia has been actively enhancing its engagement with the United Nations human rights mechanisms. Our Members of Parliament are placing particular emphasis on ensuring gender equality at the national level and on the full implementation of the Universal Declaration of Human Rights and the Convention on the Elimination of All Forms of Discrimination against Women.
This year, Mongolia wholeheartedly supports the theme of the International Day of Parliamentarism—“Gender Equality: More Than a Goal, a Commitment to Action.” The State Great Hural (Parliament) reaffirms its unwavering commitment to fulfilling its obligations and pledges under international treaties and conventions, and is taking concrete action to that end. In this spirit, we are proud to be taking a leading role in implementing the IPU’s “Ten Actions for Gender Equality in Politics,” and we will strive to consolidate and build upon the progress achieved thus far.
In this regard, I wish to highlight that in 2023, Mongolia successfully enacted systemic reforms to its Constitution, electoral laws, and legal framework to advance gender equality. As a result, the regular parliamentary elections of 2024 led to the formation of a more inclusive State Great Hural (Parliament)—comprising 126 members from multiple parties and factions, with 25.2 percent, or 32 members, being women.
With this achievement, Mongolia now ranks among the leading nations in Asia and has moved closer to the global average. According to the 2025 Gender Gap Index, Mongolia advanced 20 places—from 85th to 65th—and improved by 11 positions in the area of political empowerment.
Successive parliaments of Mongolia have not only worked to enhance the protection of women's rights but have also ratified numerous international treaties, conventions, and optional protocols related to the civil, political, economic, social, and cultural rights of all citizens. As of today, Mongolia has joined over 100 multilateral international treaties and conventions, assuming a wide range of important obligations.
We firmly believe that peace is the essential foundation for the realization and protection of human rights. It is my conviction that all of us share the view that one of the foremost duties of any parliament is to safeguard national peace and to foster a calm, stable, and secure society in which citizens can live with dignity and comfort.
To that end, the State Great Hural (Parliament) of Mongolia has adopted the “Three Pillars of Consolidation” policy framework, with the aim of creating a human-centred legal environment rooted in the protection of human rights. We are working to promote a culture of lawfulness and to uphold the sovereign will of the Mongolian people through a strategic and inclusive legal reform agenda.
In today’s interconnected world, crises, disasters, wars, conflicts, acts of aggression, and trade restrictions in one country can have far-reaching consequences for people across oceans and continents. In this context, parliaments—as symbols of democracy and good governance—must assume leadership and collectively strengthen peace across the globe.
Therefore, on the occasion of this important day, I would like to sincerely call, on behalf of the State Great Hural (Parliament) of Mongolia, upon the Inter-Parliamentary Union and fellow Speakers of Parliament to join forces in advancing global peace, unity, and humanitarian values.
May your tireless efforts to promote peace, democracy, human rights, and gender equality be met with even greater success.
May peace prevail throughout the world, and may every nation live in harmony.
