Information was provided to the advisors participating in the "Open Parliament: Expert" program

The opening ceremony of the “Open Parliament: Expert” program, initiated by Member of the State Great Hural (Parliament) O. Saranchuluun and jointly developed by MPs D. Regdel, A. Ariunzaya, and D. Enkhtuya, will take place next week. Under the motto “Experience is Strength,” today (27 June 2025), MPs O. Saranchuluun and D. Enkhtuya met with the first 13 participants of the program to provide them with information.


Elderly people constitute a significant human resource group, possessing vast knowledge and experience. The program aims to engage their strength and resources—accumulated through extensive education, work, and life experience—in the legislative and policy-making activities of the State Great Hural (Parliament). It also seeks to facilitate the sharing, teaching, and transmission of this wisdom to young parliamentarians and young staff members in their offices.


MP O. Saranchuluun emphasized this goal and provided a detailed explanation of how the “Open Parliament: Expert” program will be implemented.

Member of the State Great Hural (Parliament) D. Enkhtuya, drawing on her experience studying, working, and living in the Federal Republic of Germany, where she researched the country’s elderly care and social welfare system, stated that she is actively working to improve the Law on Elderly People of Mongolia to ensure its effective implementation. She is focusing on enhancing social participation, employment opportunities, income levels, as well as protecting the health and psychological well-being of the elderly. She also noted that a lobbying group has been established within the State Great Hural to support these efforts.


By involving elderly people in parliamentary activities, promoting their social participation and initiative, supporting their employment, and thereby increasing their income to some extent, this program will enable the State Great Hural (Parliament) to demonstrate respect and care for the older generation, learn from them, and provide support.

It is expected to have a positive social impact by strengthening intergenerational relations and reinforcing the continuity between generations.


With the successful implementation of the program, the State Great Hural’s example and leadership could serve as a model for other organizations to utilize the strengths and resources of the elderly and actively collaborate with them, fostering wider adoption of such practices.

In the first phase of the “Open Parliament: Expert” program, 13 senior experts will participate, including former State Great Hural (Parliament) Chairman S. Tumur-Ochir, former Constitutional Court member and Honored Lawyer of Mongolia D. Chilkhaajav, PhD in Psychology and Associate Professor Ts. Natsagdolgor, and teacher of physics, mathematics, and economics J. Sanduijav.


These experts will advise 12 members of the State Great Hural, namely J. Galbadrakh, G. Damdinnyam, J. Zoljargal, Kh. Baasanjargal, and D. Purevdavaa, among others.

The senior experts have professional backgrounds in diverse fields such as economics, geophysics, finance, mathematics, geology, law, statistics, and psychology. They have over 30 years of experience working in roles including state audit, mining engineering, lawmaking, teaching, and accounting.
