Today, on 2 July 2025, Chairman of the State Great Hural (Parliament) of Mongolia D. Amarbayasgalan received the submission of the draft law on Amendments to the General Law on Education by 41 Members of Parliament, including MPs Ts. Munkhtuya, D. Batbayar, B. Kherlen, Dav. Tsogtbaatar, Ch. Undram, P. Batchimeg, Kh. Bolormaa, B. Purevdorj, M. Narantuya-Nara, D. Bum-Ochir, G. Ochirbat, M. Sarnai, A. Ganbaatar, S. Ganbaatar, L. Munkhbayasgalan, B. Punsalmaа, M. Badamsuren, D. Jargalsaikhan, J. Bayasgalan, B. Beisen, D. Ganmaa, G. Damdinnyam, S. Zamira, O. Amgalanbaatar, D. Enkhtuya, P. Munkhtulga, R. Seddorj, Ch. Lodoisambuu, S. Erdenebat, U. Shijir, M. Enkhtsetseg, M. Mandkhai, D. Regdel, Sh. Byambasuren, N. Altanshagai, Kh. Jangabyl, N. Naranbaatar, U. Otgonbayar, G. Ganbaatar, and G. Khosbayar.
Article 1 of the draft law defines terms such as teacher, teacher assistant, education management and professional staff, and education general service staff. It stipulates that private kindergartens, general education schools, and vocational and technical education institutions must set the base salary of their teachers, management, and professional staff at a level comparable to that of teachers, management, and professional staff in state and local government-owned education institutions, including base salary, allowances, and wages.
Furthermore, the draft law establishes that the salary difference between general service staff and teachers in state-owned kindergartens, general education schools, vocational and technical education institutions, and lifelong learning centers shall not exceed 20 percent. It also provides for salary increments tied to the number of students when class sizes exceed prescribed limits in kindergartens and general education schools.
The draft mandates that heads of provincial, capital city, and district education departments, as well as principals of state-owned kindergartens, general education schools, and lifelong learning centers, shall be appointed for a term of five years, with the possibility of reappointment for three-year terms based on performance.
Additionally, the draft law proposes that the State allocate no less than 7 percent of GDP and no less than 20 percent of the total state budget expenditure to the education sector.
Article 2 of the draft law stipulates the following:
Teachers and staff working in public and local government-owned kindergartens, general education schools, vocational and technical education institutions, and lifelong learning centers located in cities and towns other than soum, bagh, and capital-level cities shall be granted a monetary allowance equivalent to six months of their base salary once every three years.
Furthermore, teachers and staff who have worked for more than 25 years in the above-mentioned educational institutions and have paid social insurance contributions may, if they so wish, retire at the age of 50 for women and 55 for men. In such cases, each year worked shall be counted as 1.5 years, and they shall be granted a one-time non-refundable benefit in accordance with Article 60.1 of the Law on Public Service.
Additionally, one child of a teacher or staff member who has worked for no less than 15 years shall be entitled to study free of charge or under favorable conditions at a public higher education institution.
According to the explanation, the adoption of the draft law is expected to create the foundational conditions necessary to ensure the implementation of educational goals and standards, increase the per-student variable funding, and improve the learning environment.
It was also noted that the teacher training system would advance, competition for acquiring the teaching profession would emerge, and the salaries and social security of education sector teachers and staff would meaningfully improve.
The law, according to its initiators, aligns with the principle and requirements of the human-centered approach promoted by the State Great Hural (Parliament) of Mongolia, ensuring and protecting human rights and freedoms, as reported by the Press and Media Department of the State Great Hural.
