Today, July 3, 2025, Chairman of the State Great Hural (Parliament) of Mongolia, D. Amarbayasgalan, was formally presented with the draft law to amend the Law on Road Traffic Safety by MPs P. Batchimeg, Kh. Bolormaa, O. Batnairamdal, N. Batsumberel, S. Erdenebold, Dav. Tsogtbaatar, P. Sainzorig, G. Luvsanjamts, and S. Tsenguun.
In recent years, there has been a noticeable increase in incidents across Mongolia involving citizens—particularly minors under the age of 18—participating in road traffic using new types of micro electric vehicles, including electric bicycles (Sur-Ron), electric scooters, and similar modes of transport. These have resulted in injuries, collisions with pedestrians, cars, bicycles, and motorcycles, and increasing cases of traffic accidents causing damage to health and property.
Between 2019 and 2024, and in the first four months of 2025 alone, a total of 985 accidents related to electric bicycles, scooters, and mopeds have been reported.
As current legislation lacks clear classification, definitions, and provisions regarding driver rights, responsibilities, and liabilities for these newly introduced micro electric vehicles, the law is now considered to be outdated in this regard. Therefore, in alignment with the “Three Advancements” policy aimed at keeping legislation up to date, a working group—established by an order of the Chairman of the State Great Hural (Parliament)—has developed a draft law proposing amendments to the Law on Road Traffic Safety.
According to the State Great Hural’s Press and Public Relations Department, the draft law includes the following key provisions:
- A new classification of vehicles has been introduced, specifically defining electric scooters, electric bicycles, and personal micro electric vehicles. The draft sets out regulations regarding the minimum legal age for operation, the maximum technical speed of these vehicles, and the types of roads on which they are permitted to operate.
- The draft law outlines the rights and responsibilities of individuals operating electric scooters and electric bicycles in road traffic, as well as prohibited actions for drivers.
- It establishes basic road traffic safety requirements for the use of electric scooters, including specifications on engine power, maximum technical speed, vehicle weight, and equipment standards.
- To ensure road traffic safety, the draft law stipulates that service providers offering public-use electric bicycles and electric scooters must operate under a formal permit system, and it defines their rights and obligations accordingly.
