On July 3, 2025, Mr. N. Uchral, Deputy Prime Minister and Minister of Economy and Development of Mongolia, submitted to Mr. D. Amarbayasgalan, Chairman of the State Great Hural (Parliament) of Mongolia, a draft law proposing amendments to the Law on Fiscal Stability.
According to the Press and Public Relations Department of the State Great Hural (Parliament) of Mongolia, while preparing the draft Law on the Budget Framework Statement for 2026 and the Medium-Term Budget Framework for 2027–2028, the estimated price of coal per ton was set at USD 80 for 2025 and 2026, and USD 77 for 2027 and 2028. These estimates were used in calculating the macroeconomic indicators.
However, following the submission of the draft law to the State Great Hural, newly released statistical data showed that, in the first five months of 2025, compared to the same period in the previous year, the export price of coal decreased by 39 percent, total exports by 15 percent, and total budget revenue by 11 percent. Additionally, economic growth slowed to 2.4 percent in the first quarter of 2025.
As a result, amendments have been made to the Medium-Term Budget Framework Statement, reducing the minimum level of the general budget’s stabilized revenue and the total expenditure ceiling. To enable the submission and approval of the annual budget and budget adjustments in accordance with these changes, a draft law to amend the Law on Fiscal Stability has been developed.
