The launch of the "Open Parliament: Expert" program, under the motto "Experience is Power" marked a new step in fostering intergenerational exchange between senior experts and youth

In order to support the social participation and employment of senior citizens, increase their income, protect their health, and ensure the implementation of the Law on Elderly Citizens, the State Great Hural (Parliament) of Mongolia has taken the lead in promoting positive influence and strengthening intergenerational connections. Emphasizing the importance of continuity, the Parliament has initiated the “Open Parliament: Expert” program to involve knowledgeable and experienced elders in the activities of working groups established by the order of the Chairman of the State Great Hural, provide opportunities for them to share their expertise with Members of Parliament, and enhance their participation in policymaking processes.


The opening ceremony of the program was held today (July 3, 2025) at the State Palace. During the event, Deputy Chairwoman of the State Great Hural (Parliament) Ms. Kh. Bulgantuya delivered remarks. She noted that under the revised Law on Elderly Citizens adopted in 2024, organizations with 50 or more employees are now required to allocate up to 2.0 percent of total jobs to senior citizens. Additionally, working seniors are exempted from paying social insurance contributions. Furthermore, each organization is now required to allocate funding annually from its budget to the Elderly Fund.


MP Ms. O. Saranchuluun stated, “Through the implementation of this program, the voice of experienced seniors will be reflected in the law-making and policy-formulation activities of the State Great Hural (Parliament). This will play an important role in strengthening oversight of the implementation of legislation, ensuring transparency and openness, increasing public participation, supporting elderly employment, and facilitating the exchange and transfer of knowledge and experience between generations.”



According to the Press and Public Relations Department of the State Great Hural (Parliament) of Mongolia, a total of 122 senior citizens applied to participate in the “Open Parliament: Expert” intergenerational knowledge exchange program. In the first phase, 15 senior experts were selected, and 14 MPs have agreed to collaborate with them. The selected senior participants will not only help raise awareness among the public and the elderly about the law-making, policy-formulation, and oversight functions of the State Great Hural, but also serve as advisors to MPs by sharing their own knowledge and experience.
