Draft Law on Amendments and Additions to the Law on Science and Technology Submitted

Today (July 3, 2025), Members of the State Great Hural (Parliament) of Mongolia D. Regdel, B. Uyanga, and G. Khosbayar submitted to D. Amarbayasgalan, Chairman of the State Great Hural, the draft law on amendments and additions to the Law on Science and Technology.


The proposed amendments to the law include the following:

  • State-owned scientific research institutions are exempted from tender and performance guarantees when participating in procurement competitions announced under the Law on Procurement of Goods, Works, and Services Financed by State and Local Government Property, provided that the procurement is related to the institution’s core research areas.
  • The national unified database of scientific research outputs will be developed in line with international standards, including the establishment of a knowledge data center to ensure transparency. This will be regulated by incorporating a requirement into Article 42.2 of the Law on Procurement of Goods, Works, and Services Financed by State and Local Government Property, obliging contracting authorities to ensure transparency in research activities. This transparency will be ensured by publishing the information on the official website of the Science, Technology, and Innovation Fund, creating a new MORI platform, and/or publishing it on tendergov.mn  or the national unified research platform www.sudalgaa.gov.mn.
  • Article 18.2.2 of the law will be amended to read “Research University as defined in Article 4.1.4 of the Law on Higher Education.
  • The phrase “Based on the decisions and recommendations of the National Committee” will be removed from part 32.2 of the law.
