On July 7, 2025, the Standing Committee on Environment, Food, and Agriculture of the State Great Hural (Parliament) convened with a quorum of 54.2%. The meeting began without questions on the agenda and continued with a presentation by MP M. Gankhuleg of the working group’s report on projects funded by international loans and assistance in the sectors of environment, climate change, food, agriculture, and light industry. The working group, chaired by MP S. Ganbaatar and composed of several MPs and experts from relevant agencies, reviewed the implementation progress and outcomes of these projects.
The group recommended increasing the efficient use of loans and assistance, fully utilizing remaining funds on time, accelerating project implementation, conducting detailed financial and cost analyses, reducing inefficient external expenses such as foreign consultancy fees, and enhancing domestic participation. They also proposed establishing a centralized monitoring and evaluation system, developing standardized evaluation criteria and methodologies, and creating a strategy for sustainable benefits post-project completion.
Additionally, the group emphasized optimizing human resource policies, training specialists in managing international loans and donor relations, and implementing unified project management by establishing single project implementation units within each sector.
Following the presentation, MPs B. Bat-Erdene, N. Naranbaatar, Z. Mendsaikhan, and J. Batjargal posed questions and made statements. They noted that some issues in the draft resolution “On Providing Direction to the Government” required further clarification and improvement, leading to the postponement of its discussion, as reported by the Press and Media Department of the State Great Hural.
