State Great Hural of Mongolia adopted amendments to its law and renewed the composition of the Standing Committees

Amendments to the Law on the State Great Hural:

A comprehensive amendment to the law regulating the Parliament’s procedures and internal operations was adopted with strong support (85.4% of MPs present). Several related draft laws addressing conflicts between provisions were also approved. Significant focus was placed on ethics and transparency, including measures against the submission of false or misleading information.


Renewal of the Composition of Parliamentary Standing Committees:

The membership of all eight Standing Committees (including Security and Foreign Policy, Environment, Agriculture, Justice, Budget, etc.) was approved by 64.1% of MPs present. This reinforces the legislative structure and committee oversight functions.


Approval for Government Debt Guarantee to Finance the “First Ring Road” Project:

The Government was authorized to provide a debt guarantee covering 85% of a $260.3 million loan planned for 2025 to finance the “First Ring Road” in Ulaanbaatar. The project is expected to reduce traffic congestion by 20% and increase average traffic speed by 23.3%.

The Ministry of Finance assessed the risk level as “moderate” and confirmed compliance with debt management criteria. The Budget Standing Committee supported the proposal unanimously.


MPs raised questions about economic and social impacts, loan repayment conditions, risk management, public communication, procurement process, and potential co-financing by Erdenes Tavantolgoi Company, which were answered by the Finance Minister and the Mayor.

Strategic Importance of the First Ring Road:

The road not only regulates traffic within Ulaanbaatar but also plays a strategic role in the development of the capital’s surrounding areas and the national road network.

It will connect key national and local roads around the city outskirts, reducing through-traffic inside the city and mitigating congestion caused by local transport.
