Today (9 July 2025), MPs U. Otgonbayar, A. Ariunzaya, B. Jargalan, M. Narantuya-Nara, B. Naidalaa, and E. Bolormaa submitted to the Chairman of the State Great Hural (Parliament) D. Amarbayasgalan the draft law on amending the Law on the Administrative and Territorial Units and Their Governance of Mongolia (revised version).
According to the Press and Media Department of the State Great Hural (Parliament) of Mongolia, the draft law proposes to amend Article 38.6 of the Law on the Administrative and Territorial Units and Their Governance of Mongolia, which currently states that “up to one-third of representatives in the Citizens’ Representative Hurals of villages may be civil servants.” The proposed amendment expands the scope and increases the proportion, stipulating that “up to fifty percent of representatives in the Citizens’ Representative Hurals of counties, the capital city, village, and districts may be civil servants.”
This amendment aims to uphold the principle enshrined in Article 14.1 of the Constitution of Mongolia, which states that “all persons lawfully residing in Mongolia shall be equal before the law and the courts,” thereby ensuring equal legal conditions for representatives at all levels and addressing the legal gap that previously created unequal legal treatment.
