During the 2025 Spring Session of the State Great Hural (Parliament) of Mongolia, the Standing Committee on Environment, Food, and Agriculture held two joint meetings with the Standing Committee on Budget, two joint meetings with the Standing Committee on Industrialization Policy, and one joint meeting with the Standing Committee on the Economics. In total, the committee convened 18 times, including 11 meetings of working groups and five meetings of sub-working groups. Within the framework of 36 agenda items, the Committee deliberated on six draft laws, two draft resolutions of the State Great Hural, and nine draft resolutions of the Standing Committee. It also reviewed and made decisions on nine reports and briefings submitted by ministries, agencies, and affiliated institutions.
During the Spring Session, the Committee deliberated and submitted for plenary discussion the draft law on amendments to the Law on Fauna, which had been introduced to the State Great Hural on 17 March 2025 by MP O. Amgalanbaatar. The draft law was ultimately adopted on 9 May 2025.
In connection with efforts to reduce air pollution, the Committee organized a general oversight hearing titled “Results and Solutions Regarding the Implementation of Policies and Decisions on Smoke and Air Pollution.” Based on the outcomes of this hearing, the working group developed a draft resolution of the State Great Hural entitled “Providing Guidance to the Government,” which was reviewed by both the Standing Committee and the Plenary Session, and was subsequently adopted on 5 June 2025.
Additionally, a working group established under Resolution No. 13 of the Standing Committee in 2025—tasked with overseeing the implementation of the Law on Genetic Resources of Livestock, studying issues related to the preservation of the gene pool of Mongolian breeds and lines of horses, and preparing recommendations and, if necessary, a draft resolution—developed another resolution titled “Providing Guidance to the Government.” This draft was deliberated by the Standing Committee and the Plenary Session and was adopted on 4 July 2025.
Furthermore, within its area of competence, the Standing Committee adopted nine resolutions, including the following: “On Establishing a Working Group to Review and Evaluate the Implementation and Effectiveness of Resolution No. 36 of 2022 of the State Great Hural,” “On Approving the Terms of Reference for the Working Group,” “On Providing Guidance,” “On Amending the Composition of the Working Group,” “On Providing Guidance to the Government,” “On Establishing a Working Group to Monitor the Implementation of the Law on Genetic Resources of Livestock and to Study and Provide Recommendations on the Preservation of the Gene Pool of Mongolian Breeds and Lines of Horses and, if necessary, to Develop a Draft Resolution,” “On Approving the Terms of Reference for the Working Group,” and “On the Election of Subcommittee Chairs.”
According to the Press and Media Department of the State Great Hural, under the jurisdiction of the Standing Committee on Environment, Food, and Agriculture, the draft Law on Agriculture—the first of its kind—as well as proposed amendments to the Law on Index-Based Livestock Insurance, the Law on Environmental Impact Assessment, the Law on Food, and the Law on Ensuring the Safety of Food Products, along with related legislative proposals submitted in conjunction, are currently under parliamentary review and deliberation.
