During the 2025 Spring Regular Session of the State Great Hural (Parliament) of Mongolia, the Standing Committee on Security and Foreign Policy prepared four draft laws and seven draft parliamentary resolutions falling within its jurisdiction for deliberation at the Plenary Session of the Parliament. As a result, two laws and seven resolutions of the State Great Hural were finally adopted. Furthermore, four matters regarding negotiations on international treaties, agreements, and conventions were resolved. The committee submitted its recommendations, conclusions, and meeting minutes to the Government of Mongolia.
In addition, the committee conducted second readings on the following matters: the draft resolution of the State Great Hural on the "Approval of the Development Plan of Mongolia for 2026," the implementation report of the Unified Budget of Mongolia for 2024, the consolidated financial statements of the Government, the draft resolution of the State Great Hural on the "Approval of the 2024 Budget Execution of Mongolia," the draft law on amendments to the 2025 State Budget Law of Mongolia, the draft law on amendments to the 2025 budget of the National Wealth Fund, the draft law on amendments to the 2025 budget of the Social Insurance Fund, and the draft law on amendments to the 2025 budget of the Health Insurance Fund. The committee forwarded its respective proposals and conclusions to the relevant standing committees and subcommittees.
Moreover, the Standing Committee finalized the ratification of the following international agreements and treaties: the agreement between the Government of Mongolia and the Government of the People’s Republic of China on cooperation to increase the capacity of the Tavantolgoi coal mine and the cross-border railway at the Gashuunsukhait–Gantsmod port, the Loan Agreement between Mongolia and the International Bank for Reconstruction and Development (IBRD) for the implementation of the “Energy-3 Project,” the Agreement on Police Cooperation between Mongolia and the Czech Republic, the Temporary Trade Agreement between Mongolia and the Eurasian Economic Union and its member states, the Agreement on Social Protection between Mongolia and the Republic of Austria, and the Agreement on the Transfer of Sentenced Persons between Mongolia and the Kyrgyz Republic.
During the same session, the State Great Hural adopted two resolutions titled “On Rejection of Draft Laws,” as well as seven resolutions including “On the Establishment of Diplomatic Relations with Barbados,” “On the Establishment of Diplomatic Relations with the Republic of Botswana,” “On the Establishment of Diplomatic Relations with the Republic of Trinidad and Tobago,” “On the Establishment of Diplomatic Relations with the Kingdom of Eswatini,” and “On the Reappointment of the Chair of the Standing Committee.”
The Special Oversight Subcommittee under the Standing Committee on Security and Foreign Policy, convened once during the 2025 Spring Regular Session.
Within the scope of oversight and inspection activities, the committee heard information presented by the Minister of Justice and Internal Affairs and relevant agencies regarding the societal threats posed by narcotic drugs and psychotropic substances, as well as the measures being taken to prevent their harm. In this context, a resolution titled “On Providing Guidance to the Government of Mongolia” was adopted. The committee also approved a resolution “On Establishing a Working Group” tasked with reviewing the implementation of the Law on Cybersecurity and, if necessary, drafting amendments. This working group is currently in operation.
The Standing Committee on Security and Foreign Policy received a briefing from the Secretariat of the National Cybersecurity Council regarding the implementation of the Law on Cybersecurity.
