During the 2025 Spring Regular Session of the State Great Hural (Parliament) of Mongolia, the Standing Committee on Justice convened 18 times, prepared 56 matters within its area of jurisdiction for discussion at plenary sessions, and successfully ensured the final adoption of 3 laws and 9 parliamentary resolutions. In addition, the committee discussed and approved 10 draft resolutions of the Standing Committee.
The Standing Committee reviewed and prepared 33 proposals, conclusions, and reports for the final adoption stage of legislative bills submitted to the State Great Hural (Parliament) by initiators. Ten working groups were established under resolutions of the Standing Committee.
During the regular session, the Standing Committee on Justice discussed bills such as the Law on Invalidating Certain Provisions of the Law on Advocacy, amendments to the relevant provisions of the Law on the Judiciary of Mongolia, amendments to the Law on Legislation, amendments to the Criminal Procedure Law, and amendments to the Law on Immigration, along with accompanying draft laws and parliamentary resolutions. These were subsequently discussed at the Plenary Session of the Parliament and adopted.
Furthermore, the Committee deliberated on the 2025 decisions of the Constitutional Court of Mongolia and ensured the adoption of related resolutions of the State Great Hural, including: 'Measures to Be Taken Following the Adoption of the Law on Amendments to the Law on Legislation,' 'Certain Measures Related to the Adoption of the Law on Amendments to the Criminal Procedure Law,' and resolutions related to the 24th Report on the Human Rights Situation in Mongolia and the 2024 Report on the Prevention of Torture.
The Standing Committee on Justice is responsible for 17 areas, including legal policy; human rights and freedoms and their guarantees; crime prevention and criminal justice policy; implementation of state border protection policy; legal grounds for legal liability and sentencing policy; the legal basis and independence of the judiciary; the functions of prosecutors, inquiry and investigation authorities, and enforcement of court decisions; legal foundations of public and private property; proceedings for criminal, civil, administrative cases, disputes, and violations; matters related to amnesty; patents, copyrights, and trademarks; immigration and citizenship; archives; legal aid; advocacy; state registration of citizens, legal entities, and property rights; and rehabilitation of victims of political repression.
Within this framework, the Committee is tasked with the preliminary review of legislative proposals submitted by initiators, issuing opinions and conclusions for discussion at the Plenary Session of the Parliament, exercising parliamentary oversight, and drafting parliamentary resolutions on matters specifically prescribed by law.
Within the framework of the Standing Committee on Justice, a total of 11 discussions and meetings were organized, including the joint online meeting-discussion between the State Great Hural (Parliament) of Mongolia and the Inter-Parliamentary Union on the assessment of the human rights situation; a training session for students under the Human Rights Trainers' Programme titled 'Promoting the Value of a Free Society and Human Rights Awareness'; and a public discussion on the draft Law on Amendments to the Law on Legislation.
In the area of oversight, the Committee held a nomination hearing for a candidate to the Supervisory Board of the Financial Regulatory Commission and organized a hearing on the implementation of parliamentary decisions mandated by laws and resolutions.
Regarding appointments and dismissals of officials, during the regular session, the Committee reviewed the proposal submitted by the President of Mongolia to appoint the Prosecutor General, the proposal by the Prime Minister to reappoint the Head of the Independent Authority Against Corruption, and the nomination submitted by the Judicial General Council for a candidate who passed the selection process for Justice of the Supreme Court. The Committee discussed these proposals and forwarded relevant opinions and conclusions for decision at the Plenary Session of the Parliament.
The Committee also received and resolved 197 petitions and complaints from citizens within the prescribed timeframes, and processed 77 official letters from organizations and businesses in accordance with relevant legislative procedures, responding appropriately and forwarding them to the relevant authorities.
The following draft laws falling under the jurisdiction of the Standing Committee on Justice are currently under discussion: the draft Law on Amendments to the Law on the Procedure for Organizing Assemblies and Demonstrations; the draft Law on Amendments to Certain Laws Related to the Protection of Human Rights and Freedoms; the draft Law on Amendments to the Law on Police Service; the draft Law on Civil Recovery of Illegally Acquired Assets by Public Officials; the revised draft Law on the System of the Court Decision Enforcement Authority and the Legal Status of Enforcement Officers; the revised draft Law on Insolvency; the draft Law on Amendments to the Criminal Code; the draft Law on Amendments to the Law on Immigration; and the draft Law on Amendments to the Law on Road Traffic Safety, along with their accompanying legislation.
