The Standing Committee on State Structure held a total of 26 meetings and deliberated and resolved 67 issues, including the appointment of the Prime Minister of Mongolia

During the 2025 Spring Session of the State Great Hural (Parliament) of Mongolia, the Standing Committee on State Structure convened 23 times independently and held 3 joint meetings with other standing committees, totaling 26 meetings.


During this period, the Committee prepared 67 issues within its area of responsibility for consideration at the Plenary Session of the Parliament. As a result, 31 laws and 17 parliamentary resolutions were finalized and adopted. Additionally, the Committee deliberated and adopted 8 draft resolutions of the Standing Committee.

The Standing Committee also prepared 34 proposals, conclusions, and briefings during the process of reviewing legislative drafts submitted by legislative initiators, thereby facilitating their final adoption by the Parliament. Furthermore, one working group was established by resolution of the Standing Committee.

During the Spring Session of the State Great Hural (Parliament) of Mongolia, the Standing Committee on State Structure finalized and secured the adoption of several key legislative amendments. These included the Law on Amending the Law on Elections of the State Great Hural of Mongolia, which was drafted in connection with the acceptance of Constitutional Court Conclusion No. 03; the Law on Amending the Law on the Legal Status of Cities and Towns (Revised Version); the Law on Amending the Law on the Procedure for the Implementation of the Law on the Legal Status of Cities and Towns (Revised Version); the Law on Amending the Law on the Composition of the Government; the Law on Amending and Supplementing the Law on the Government of Mongolia; the Law on Amending and Supplementing the Law on the Budget; and the Law on Supplementing the Law on Fiscal Stability.


In addition, the Committee discussed and facilitated the adoption of several other legislative drafts at its meetings and at the Plenary Session of the Parliament. These included the Law on Amending the Law on Oversight of the Government; the Law on Amending the Law on the Border of Mongolia; the Law on Amending the Law on Reducing Traffic Congestion in Ulaanbaatar City and Redevelopment of Ger Areas; the Law on Amending the Law on the National Naadam Festival; and the Law on Amending and Supplementing the Law on Reducing Traffic Congestion in Ulaanbaatar City and Redevelopment of Ger Areas, along with accompanying legislative drafts.

Pursuant to Article 8 of the Law on Parliamentary Oversight of Mongolia, the Standing Committee, incorporating proposals submitted by other standing committees, developed and ensured the adoption of the draft resolution of the State Great Hural entitled “On the Approval of the Schedule of Planned Oversight Activities during the 2025 Autumn Session of the State Great Hural.”

Furthermore, the Committee reviewed a total of six reports and briefings, including the 2024 Annual Report of the Civil Service Council; reports on the implementation of decisions of the State Great Hural mandated by law and resolution; the 24th Report on the Human Rights and Freedoms Situation in Mongolia; and the 2024 Annual Report of the Secretariat of the State Great Hural.

During the Spring Session, in connection with the expiration of the terms of three full-time members of the Civil Service Council, the Standing Committee organized public hearings for the nominees, deliberated the matter in accordance with relevant legislation, and resolved it accordingly. As a result, Resolution No. 55 of the State Great Hural, entitled “On the Dismissal of a Full-Time Member of the Civil Service Council,” and Resolution No. 56, entitled “On the Appointment of a Full-Time Member of the Civil Service Council,” were adopted by the Plenary Session of the Parliament. Amartugs Tsenddavaa, Zolzaya Lkhagvasuren, and Tugstsengel Badamdorj were each appointed as full-time members of the Civil Service Council.

On 10 June 2025, the President of Mongolia submitted to the State Great Hural (Parliament) a proposal to appoint Zandanshatar Gombojav as Prime Minister of Mongolia. The Standing Committee on State Structure reviewed the proposal at its meetings held on 10 and 12 June 2025, and the State Great Hural discussed it at the Plenary Session on 13 June 2025. As a result, the Parliament adopted Resolution No. 54 entitled “On the Appointment of the Prime Minister of Mongolia,” appointing Zandanshatar Gombojav as Prime Minister of Mongolia.


Additionally, the Standing Committee discussed and submitted to the Plenary Session proposals regarding the appointment and dismissal of the Chair of the Standing Committee on State Structure and the Chair of the Subcommittee on the Immunity of Members of the State Great Hural. These matters were discussed and approved during the Plenary Session.

During the 2025 Spring Session of the State Great Hural, the Standing Committee on State Structure received six petitions and complaints from citizens, all of which were processed and resolved in a timely manner. The Committee also received 25 official letters from organizations and business entities, which were reviewed and responded to in accordance with the relevant laws and procedures.

The Press and Media Department further reported that several legislative drafts within the jurisdiction of the Standing Committee are currently at the deliberation stage. These include the draft parliamentary resolution “On the Approval of the General Development Plan of Ulaanbaatar City until 2040”; the draft Law on Freedom of the Press (Revised Version) along with related legislative proposals; the draft Law on Amending the Law on Public Holidays and Commemorative Days, together with accompanying proposals; and the draft Law on Amending the Law on the State Great Hural of Mongolia.
