This year marks the 35th anniversary of the establishment of a permanent Parliament in Mongolia, with the 9th State Great Hural (Parliament) currently exercising its mandate. As a result of recent legal reforms aimed at enhancing parliamentary representation, the first-ever 126-member Parliament composed of five political parties and coalitions was formed, emphasizing transparency, openness, accessibility, and ensuring public participation as core values.

Furthermore, a policy of “Three Pillars of Excellence” is being implemented, which includes:
- People-centered legislation, meaning laws that uphold human rights and are grounded in human-centric principles;
- Timely legislation, ensuring that the legal framework evolves promptly in response to the rapid development of society; and
- Comprehensive and comprehensible laws, with a focus on clarity, full regulation, and clear delineation between what is governed by law and what is governed by procedures.
During the 2025 Spring Session of the State Great Hural, the Parliament adopted amendments to the Law on the State Great Hural of Mongolia.
The amended law, which entered into force on 9 July, provides for the establishment of eight Standing Committees. These committees are mandated to: conduct preliminary reviews of draft legislation submitted by initiators and provide opinions and conclusions before they are discussed at the Plenary Session; exercise parliamentary oversight; and draft parliamentary resolutions on matters explicitly stipulated by law.
In this context, a decision was made to establish the Standing Committee on Petitions, which is responsible for reviewing petitions submitted by citizens and organizations to the State Great Hural (Parliament), its Standing Committees, Subcommittees, Temporary Oversight Committees, their leadership, or individual members. The committee shall examine the petitions, obtain and hear information from relevant authorities or officials based on the recommendations of the competent Standing Committee, conduct analysis, and submit proposals or information to the relevant committee. It is also tasked with addressing petitions related to matters of public interest.
According to the amendments to the Law on the State Great Hural of Mongolia, Standing Committees may consist of up to 32 members. The Standing Committee on Petitions shall operate with 24 members.
The Standing Committee on Education, Culture, Science and Sports and the Standing Committee on Social Policy have been merged to form the Standing Committee on Human Development and Social Policy. Composed of 30 members of the State Great Hural (Parliament), the new committee is responsible for matters related to education; gender equality policies; the Mongolian language and script, as well as the languages, scripts, and traditions of ethnic minorities; vocational education and training; social welfare, social insurance, and protection policies; public physical culture and sports; culture and the arts; protection and restoration of historical, cultural, and intellectual heritage; employment and labor relations policies; population development policies; science; and health policy.
The Standing Committee on Human Development and Social Policy shall operate with two subcommittees. One of them—the Subcommittee on Unified Policy on Education and Science—will be specifically responsible for coordinating unified policy on education and science. It will carry out research, gather relevant information, request explanations from officials, individuals, and organizations, establish working groups, draft resolutions and other decisions of the State Great Hural, issue proposals and conclusions, and, if necessary, forward those through the relevant Standing Committee for deliberation at the Plenary Session. It also holds the authority to adopt resolutions within its area of responsibility.
The Subcommittee on Culture, Sports and Youth shall be specifically responsible for matters related to culture and the arts; the protection and restoration of historical, cultural, and intellectual heritage; and public physical culture and sports. Within this mandate, the subcommittee is authorized to conduct research, obtain relevant information, request explanations from officials, individuals, and organizations, establish working groups, draft resolutions and other decisions of the State Great Hural, issue proposals and conclusions, and, if necessary, forward them through the relevant Standing Committee for deliberation at the Plenary Session. It also holds the authority to adopt resolutions within its area of responsibility.
