The implementation progress of the "Open Parliament" program was presented

The State Great Hural (Parliament) of Mongolia has introduced the Three Pillars of Excellence initiative to establish a comprehensive legal framework aligned with the requirements of rapid social development and a people-centered approach. Within this framework, the "Open Parliament" program is being implemented to increase transparency and openness in parliamentary activities, strengthen public trust in the parliament, promote and raise awareness about the parliament among the public, encourage citizen engagement, and enhance knowledge and participation in this area.


As part of the program, seven sub-working groups have been established, and today (22 August 2025), the working groups convened to present the progress of their activities.

 

The "Open Parliament – Youth" program has been implemented since 2021, with a total of 456 students from rural areas and the capital participating. This was presented by D. Onolt, Secretary-General and Head of the Program at the Parliamentary Research and Development Institute.


Following this, D. Bumdari, Director of the Parliamentary Research and Development Institute, presented on the implementation of the "Open Parliament – University Students" program. The program selected 30 students at the bachelor's level or higher from accredited domestic universities with active engagement, who subsequently worked in the Secretariat of the State Great Hural (Parliament) and the offices of MPs.

Additionally, N. Enkhbaatar, Head of the Training and Public Relations Department at the Parliamentary Research and Development Institute and leader of the program, presented the planned activities and work under the "Open Parliament – Trainers" program.


Plans are also underway to implement the "Open Parliament – Legal Drafting" program. Ch. Dondogmaa, Director of the Legal Department, outlined the work plan and shared experiences from other countries.

In July, under the program, the "Open Parliament: Experts" initiative was organized to exchange experiences with senior participants. Out of 122 senior applicants, 15 were selected in the first phase, and 14 MPs are participating in collaboration. R. Altangerel, Advisor to the Chair of the State Great Hural (Parliament) of Mongolia, presented the progress of the program and discussed issues to be addressed moving forward.

The sub-working groups are being led by U. Amarbat, Deputy Secretary-General of the Secretariat of the State Great Hural (Parliament) of Mongolia and National Advisor for the "Parliamentary Education" program.
