Today (1 September 2025), Chairman of the State Great Hural (Parliament) of Mongolia D. Amarbayasgalan, together with MPs Kh. Gankhuyag, P. Sainzorig, A. Ariunzaya, R. Batbold, M. Enkhtuvshin, B. Munkhsoyol, and P. Ganzorig, received a delegation led by B. Lkhagvajav, Acting President of the Mongolia National Chamber of Commerce and Industry (MNCCI).
During the meeting, participants exchanged views on the draft amended Law on the Chamber of Commerce and Industry and reforms to the Tax Code. At the outset, Chairman D. Amarbayasgalan highlighted the importance of engaging with the Chamber’s representatives at a time when public consultations on the draft law are ongoing, emphasizing the need to make public–private partnerships more substantive.
He noted that the working group led by MP Kh. Ganhuyag is reviewing the implementation of the Tax Code, gathering feedback, and, if necessary, drafting related legislation to create a tax-friendly legal environment for businesses. The draft law on amendments to the Value Added Tax Law has been published on d.parliament.mn, and the Chair stressed the importance of considering the MNCCI’s recommendations and suggestions in this regard.
B. Lkhagvajav noted that companies currently comply with 253 laws and all associated regulations, which constrains their growth potential. He expressed support for the Parliament’s efforts to remove bureaucratic obstacles and eliminate unnecessary regulations. He also highlighted the need to reduce the personal tax burden under existing tax legislation.
MP Kh. Gankhuyag emphasized that the Tax Code is designed to protect household income and that amendments are being considered to simplify procedures that create bureaucratic obstacles for businesses. MP P. Sainzorig noted ongoing comprehensive reforms to the Bankruptcy Law and other related legislation, which have not been updated since 1997. MP P. Ganzorig highlighted that the Tax Code working group aims to reduce government intervention in the economy. MP D. Enkhtuvshin stressed the need to address the market dominance of state-owned enterprises.
MP A. Ariunzaya discussed efforts to reform the Labour Law, while MP R. Batbold addressed arbitration court matters. MP B. Munkhsoyol also provided updates on the Labour Law reform, focusing on improving employment opportunities. MP M. Enkhtsereg reported on consultations regarding the draft Law on Heat Supply and ongoing preparation of the draft Law on Electricity Supply.
Chairman D. Amarbayasgalan underlined that collaboration with professional associations and organizations is crucial to achieving tangible results in legal and regulatory reforms in each sector. He emphasized the need for MNCCI, as a representative of businesses, to also focus on promoting free competition and protecting consumer rights.
