The official visit of the delegation led by Dashzegve Amarbayasgalan, Chairman of the State Great Hural (Parliament) of Mongolia, which saw a series of pioneering initiatives, official discussions, and practical meetings between Mongolia and Kazakhstan in the fields of science, technology, space research, human rights, business, and financial investment, concluded today (2025.09.07) as they returned home.
Maintaining the frequency of official consultations within the long-standing diplomatic relations of the two nomadic-culture countries, the visit of Mongolia’s parliamentary leadership to Kazakhstan after 22 years marked a significant step in deepening the comprehensive relationship between these reliable and key partners in Asia.
The Mongolian delegation, led by Chairman of the State Great Hural (Parliament) D. Amarbayasgalan, included MP and Chair of the Mongolia-Kazakhstan Parliamentary Group U. Otgonbayar, MP and Chair of the Standing Committee on Environment, Food, and Agriculture B. Beisen, MP and Minister of Family, Labor, and Social Protection T. Aubakir, MPs Kh. Jangabyl, S. Zamira, S. Zulphar, B. Punsalma, P. Ganzorig, B. Jargalan, Ts. Munkhbat, M. Sarnai, G. Khosbayar, B. Kherlen, Secretary General of the State Great Hural B. Baasandorj, local government officials, representatives from state and non-state organizations, and the private sector.
During the visit, the delegation held the second meeting of the “Mongolia–Kazakhstan Business Council” in Astana, strengthening networks among the wealth creators and entrepreneurs of both countries, signing a Memorandum of Understanding to promote cooperation, and laying a foundation for intensifying economic relations.
Additionally, for the first time, national human rights institutions of both countries signed a joint agreement, ensuring the protection of the rights of over 4,280 Mongolian citizens in Kazakhstan and more than 590 Kazakh citizens in Mongolia. This collaboration, led by the Human Rights Commission of Mongolia and the Human Rights Ombudsman of Kazakhstan, established a framework for addressing longstanding human rights issues based on the principle of equality.
At the invitation of Erlan Zh. Koshanov, Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan, a four-day official visit concluded with the leaders of the two countries’ legislative bodies holding talks and signing a Memorandum of Understanding on cooperation. This step strengthened the legal foundation of inter-parliamentary relations and reinforced previous high-level discussions.
During the visit, the Mongolian delegation led by Chairman of the State Great Hural (Parliament) D. Amarbayasgalan met with President K. Tokayev, Senate Chairman M. Ashimbaev, and Mazhilis Chairman E. Koshanov of Kazakhstan. The discussions focused on implementing cooperation and joint projects at the national and regional levels, exploring new transport and logistics routes between the two countries, increasing the frequency of air services, and promoting collaboration in construction, urban development, agriculture, light industry, tourism, education, and culture.
Additionally, issues related to agriculture, crop production, small and medium-sized enterprises, and the development of wool, cashmere, and leather processing industries were addressed within the framework of bilateral cooperation.
During the visit, the delegation became acquainted with the operations of Kazakhstan’s E-Government Center, National Space Center, International Financial Center, and the “Samruk-Kazyna” wealth fund. The Mongolian Financial Regulatory Commission signed and formalized Memoranda of Understanding on cooperation with Kazakhstan’s financial service institutions, as well as agreements between Hovd Province and East Kazakhstan Region, and with companies including “SEEKL” LLC, “Pladis Kazakhstan” LLC, “Musubi” LLC, and “Meloman Home Video” LLC.
