During the 2025 autumn regular session, the Standing Committee on Environment, Food and Agriculture held a total of 16 meetings within the scope of its legally mandated powers and discussed and resolved, in aggregate count, 48 draft laws, 5 draft resolutions of the State Great Hural, and 8 draft resolutions of the Standing Committee.
Regarding draft laws and resolutions:
The Standing Committee submitted draft laws of Mongolia and other draft decisions of the State Great Hural for discussion and approval at plenary sessions. For example, the draft law on amendments to the Law on Indexed Livestock Insurance, submitted by the Government on January 9, 2025, was discussed and approved at the plenary session on December 12, 2025.
The proportion of herder households covered by indexed livestock insurance has been declining year by year because the livestock loss threshold has been set too high at the soum (district) level. As a result, even insured herders are often unable to receive compensation. Consequently, only 11–18 percent of herder households and 7–10 percent of total livestock are covered, which the bill’s initiators believe does not sufficiently meet the policy objectives pursued by the state. The draft law reduces the compensation threshold to 5.0 percent, with a margin of plus or minus 1 percent. This allows 120 soums nationwide to apply a 4.0 percent threshold and 155 soums a 5.0 percent threshold, enabling herders to benefit more effectively from insurance. In addition, provisions were introduced for advance payment of insurance compensation, allowing insured herders to receive benefits in a timely manner, better cope with dzud (severe winter) risks with reduced losses, and increase insurance accessibility.
The Standing Committee also jointly discussed, together with the Standing Committee on Budget, the draft resolution of the State Great Hural titled “On Amending a Resolution,” submitted by the Government on November 19, 2025. A consolidated opinion and conclusion were prepared, and the resolution was discussed and approved at the plenary session on December 11, 2025.
Under this resolution, the Government was granted the authority to set customs duties within a range of 0–15 percent on imports, through the border crossings of Tsagaanuur (Bayan-Ulgii Province), Yarant (Khovd Province), Borshoo (Uvs Province), Artsuuri (Zavkhan Province), and Burgastai (Govi-Altai Province), of wheat flour; feed rye, barley, oats, maize, grains, and legumes; as well as pelleted or non-pelleted bran, husks, and other residues generated during sifting, milling, or other processing.
With the adoption of this resolution, risks of disruption in the supply of wheat flour, livestock feed, and feed additives in specific regions were prevented, based on actual conditions in crop production.
In addition, the draft law on amendments to the Law on Ensuring Food Product Safety, the draft primary Law on Agriculture, and related draft laws submitted together will continue to be discussed during the 2026 spring regular session of the State Great Hural.
Regarding reports and information from subordinate organizations:
Within its mandate, the Standing Committee heard reports from the Minister of Environment and Climate Change on the implementation of the Law on Waste, from the Minister of Food, Agriculture and Light Industry and the Mayor of the Capital City and Governor of Ulaanbaatar on the progress of winter preparedness, and from the Chair of the National Committee responsible for organizing the 17th Conference of the Parties (COP-17) to the United Nations Convention to Combat Desertification, who is also the Minister of Environment and Climate Change.
Regarding oversight and inspection activities:
During the autumn regular session, a working group was established by Order No. 321 of the Chairman of the State Great Hural dated July 29, 2025, to review the implementation of Parliamentary Resolutions No. 41 of 2019 and No. 46 and 47 of 2020 titled “On Taking Certain Areas Under State Special Protection,” to develop conclusions, and, if necessary, to prepare draft decisions. The working group was chaired by Member of Parliament M.Gankhuleg, with members Kh.Baasanjargal, M.Badamsuren, G.Luvsanjamts, M.Sarnai, and S.Erdenebold.
Within the framework of this work, the Government adopted Resolution No. 106 dated September 24, 2025, titled “On Establishing Boundaries of Natural Resource and Monument Areas,” and established the boundaries of 19 areas taken under special protection as natural resource and monument categories pursuant to Parliamentary Resolution No. 41 of 2019 and Resolution No. 46 of 2020. As a result, implementation of the parliamentary resolutions was ensured, and the total area of state specially protected land reached 20.8 percent.
Regarding public hearings and discussions:
During the regular session, the Standing Committee, together with the Standing Committee on Economics, organized a general oversight hearing on September 23 at the State Palace on the topic of “Detailed Study of the Exploitation of the Khalzan Buregtei Deposit and Its Environmental Impacts and Risks.” The hearing was attended by a total of 131 participants, including 46 representatives from Myangat soum of Khovd Province, 9 non-governmental organizations, 8 representatives of the project-implementing entity, 33 representatives of citizens and legal entities, 11 experts, and 24 representatives of government organizations.
