Today marks the 34th anniversary of the adoption of Mongolia’s new democratic Constitution. On this occasion, a ceremony honoring the framers of the Constitution of Mongolia was held today (2026.01.13) in the State Palace.
The event was co-organized by the Secretariat of the State Great Hural and the Association of Democratic Constitution Framers. More than 80 distinguished guests attended, representing the State Great Khural and the State Baga Khural-the institutions that adopted the democratic Constitution, which laid the real foundations for electing the first President, establishing the State Baga Khural, reforming the state system, enshrining the State Emblem, and setting Mongolia on an entirely new developmental path grounded in respect for human rights.
Opening the ceremony, the Chairman of the State Great Hural, N.Uchral, extended greetings on the occasion of Constitution Day. He emphasized that the honorific title, respect, and legacy of “framers of the new democratic Constitution of Mongolia” belong solely to the deputies of the State Great Hural and members of the State Baga Hural.
He cited the minutes of the second session of the State Great Hural held on November 11, 1991, in which the then Chairman of the State Great Khural, Jambyn Gombojav, stated:
“To discuss and approve the draft of the new Constitution is a responsible and honorable duty entrusted to us, the deputies, by our people. If we successfully fulfill this duty, we will have the full right to take pride in this destiny.”
The Chairman noted that these words have indeed become reality, and today’s framers rightfully receive the respect and admiration of future generations for their historic contributions.
He further stressed that the new Constitution, reflecting the history, traditions, cultural heritage, aspirations, and values of the Mongolian people, proclaimed Mongolia’s independence, state sovereignty, state structure, separation of powers, democracy, and human rights. From among the framers later emerged numerous leaders of Mongolia: Presidents, Prime Ministers, Chairman of Parliament, Members of Parliament, members of the Constitutional Court, statesmen, scholars, and distinguished figures in science, art, culture, education, business, industry, services, and agriculture.
Although newly elected as Chairman, N.Uchral highlighted that one of his priorities has been initiating a constitutional compliance review of current laws to ensure alignment with the Constitution. He affirmed Parliament’s commitment to continue advancing legislation consistent with constitutional principles.
Following this, P. Enkhsaikhan, Executive Director of the Association of Democratic Constitution Framers, delivered remarks. He expressed gratitude to the Chairman for hosting and honoring deputies of the former State Great Hural and State Baga Hural. He noted that of the 430 deputies who adopted the Constitution, only 195 are alive today, more than 80 percent of whom are over 70 years old, and called for greater attention to their social welfare.
Representing the former State Baga Khural, J.Byambadorj also delivered a speech. He expressed his pride in having worked under the guidance of B. Chidambaran from the very beginning of drafting the Constitution and extended sincere appreciation for bringing together the framers and honoring them with such heartfelt respect.
