B. Chimid Award Presented to Prof. J. Byambaa and Prof. J. Erkheskhulan for “Fundamental Issues of Criminal Procedure Law”

The B. Chimid Prize award ceremony, honoring the distinguished Mongolian statesman Byaraa Chimid, took place on 13 January 2026 in the Grand Hall of State Ceremonies at the State Palace.



The ceremony was attended by Chairman of the State Great Hural N. Uchral, Deputy Speaker J. Bat-Erdene, Members of Parliament B. Naidalaa, D. Tsogtbaatar, B. Enkhbayar, senior officials of the Secretariat of Parliament, laureates of the B. Chimid Prize from previous years, as well as family members, students, and colleagues of Prof. B.Chimid.

Since 2015, the State Great Hural has annually bestowed the B.Chimid academic award in recognition of outstanding scholarly works that contribute to the development of legislative theory and methodology, parliamentary studies, constitutional and administrative law, national legal system advancement, and evidence‑based lawmaking.


At the outset of the ceremony, the Speaker’s Order No. 04 of 12 January 2026, “On Conferment of the B. Chimid Award,” was announced.

Pursuant to Article 13.2 of the Law on the State Great Hural and the “Regulation on the Conferment of the B. Chimid Award,” approved by Annex 1 of Order No. 293 (2 December 2024) of the Speaker, the State Great Hural resolved to present the 2026 B. Chimid Prize to:

Merited Lawyer, Doctor of Law, Professor Byambaa Javhlan, and Doctor of Law, Professor  Erkheskhulan Jambaachultem



for their scholarly work, “Fundamental Issues of Criminal Procedure Law,” which is recognized as a significant contribution to ensuring the protection and realization of human rights and freedoms enshrined in the Constitution of Mongolia.

Chairman N.Uchral personally presented the award certificates and medals engraved with the likeness of Prof. B. Chimid to the laureates.


In his congratulatory remarks, the Speaker recalled the historic adoption of the democratic Constitution 34 years ago, noting that it laid the legal foundation for Mongolia’s transition to democracy and a market economy. He emphasized the pivotal role of Prof. B.Chimid, the principal architect of the 1992 Constitution, in this epoch-making achievement. He further remarked that the awarded work is methodologically significant as it bears the characteristics of both a textbook and an academic monograph.


The Chairman underscored that the awarded book is a comprehensive study that significantly contributes to the development of Mongolia’s legal system and provides an in‑depth analysis of criminal procedure law. He expressed confidence that it will serve as an essential reference for scholars, researchers, and students. He also recalled Prof. Chimid’s timeless guidance:
“For laws to be fulfilled, we need a Parliament that legislates wisely, a Government that implements diligently, and a judiciary that protects justice fairly.”
“The purpose of the law is to restrain the powerful and to show compassion toward those of lower standing.”
He noted that these teachings remain deeply relevant today and urged lawmakers and researchers alike to uphold them in their daily work.


In his acceptance speech, Prof. J. Byambaa expressed deep gratitude for receiving such a prestigious award and reflected on his early academic encounters with Prof. B.Chimid, recalling the transformative impact of his teaching. He emphasized that the awarded book was prepared within a short period to meet the pressing need for updated resources in criminal procedure law and represents the minimum academic foundation required at the undergraduate level. He noted that the work balances legal theory and practical application and highlighted the value of insights contributed by younger legal scholars familiar with international procedural standards.


Prof. Byambaa pledged to continue producing scholarly works that align with contemporary legal developments and to help cultivate legal professionals capable of conducting comparative and international research. He encouraged young scholars to strengthen their understanding of legal theory, uphold the rule of law, and embrace the responsibility of promoting legal literacy in society.


The awarded volume, “Fundamental Issues of Criminal Procedure Law,” spans more than 320 pages, consisting of 13 chapters and 76 subsections, and is distinguished by its comprehensive coverage of both the general and special parts of criminal procedure law.



The ceremony concluded with recognition of past laureates of the B. Chimid Award, including Member of Parliament D. Lundeejantsan, Merited Lawyer I. Dashnyam, Professors D. Bayarsaikhan, S. Narangerel, Kh. Selengė, Academician and Merited Lawyer J. Amarsanaa, Professors Ts. Sarantuya, D. Solongo, P. Amarjargal, O. Munkhsaikhan, Master’s researchers M. Batchimeg, Ts. Davaadulam, and Professor Tom Ginsburg (U.S.), among others.
