In commemoration of the Constitution Day of Mongolia, the Secretariat of the State Great Hural organized its annual Public Reading of the Constitution today (13 January 2026). The event brought together representatives of diverse social groups, including students, youth, senior citizens, persons with special needs, teachers, medical workers, journalists, emergency service personnel, service sector employees, and mothers awarded state honors. Participants read aloud selected provisions and articles of the Constitution word for word.
Opening the event, Secretary General of the State Great Hural, Dr. and Professor L. Ulziisaikhan, underlined that the public reading symbolizes the fundamental expression of the rights, freedoms, values, and future guarantees of every Mongolian citizen. He announced that starting this year, the Parliament will select one constitutionally guaranteed fundamental right annually and, throughout that year, focus its lawmaking on strengthening that particular right, ensuring its implementation in practice, and reviewing the conformity of existing laws to human rights and freedoms.
In this context, he highlighted that, at the initiative of Chairman N.Uchral, 2026 has been designated as the Year of State Protection of the Rights and Freedoms of Children. He emphasized that the role of Parliament should not be limited to passing laws; it must also monitor their implementation, assess their real impact on citizens’ quality of life, and ensure that legislation effectively safeguards human rights.
He further noted that, in modern parliamentary practice worldwide, an additional key responsibility has emerged beyond the traditional functions of representation, lawmaking, and oversight-namely, promoting constitutionalism and fostering public legal education. In line with this global trend, the State Great Hural and its Secretariat have been implementing official civic education programs targeting the public, especially youth and children. One of the central components of this initiative is the annual Public Reading of the Constitution.
During the reading, the Preamble was delivered by Merited Teacher of Mongolia S. Otgontuya. Wheelchair user B. Od-Ireedui read Article 2, while YouTuber B. Tushig read Article 7. A carpenter, a chef, a service worker, a civil servant, senior citizens, journalists, and persons with visual and hearing impairments read Article 16 of Chapter Two, which concerns human rights and freedoms. B. Altanzaya, a distinguished mother awarded the “Order of Glorious Motherhood,” read Article 17 together with her husband and children.
Secretary General L. Ulziisaikhan concluded by reading Article 70.1 of Chapter Six of the Constitution. This information was reported by the Press and Public Relations Department of the State Great Hural.
