THE 1992-1996 STATE GREAT HURAL

The 1992-1996 State Great Hural, elected by the State Great Hural election, takes a significant place in the Mongolian parliamentary development and history. Mongolia has transferred into a single chamber parliamentary system according to the 1992 Constitution of Mongolia declaring “The State Great Hural is the higher organ of state power” and endorsing “..the supreme legislative power shall be vested only in the State Great Hural”.

The State Great Hural has been structurally modified and its composition has expanded into 76 members. At the first State Great Hural election, which administered by majority system in 26 large constituencies with 2-4 mandate on each, the Mongolian People’s Revolutionary Party-70, the “Democratic Union”, a coalition of Democratic, Mongolian National Progress and Green parties-4, Mongolian Social Democratic Party-1, and 1 independent candidate won seats. As a result, the MPRP has become the absolute majority to implement their election manifesto.

During its mandate, the 1992-1996 State Great Hural adopted 137 new laws and amended 142 laws. In addition, it has ratified 40 international treaties and conventions and revoked 46 laws. The descriptions of some particular laws and resolutions are as below:

-       An initiation of judicial reform commended in accordance with the new Constitution of Mongolia. The initiative generated a wide range of new legislative tasks harmonizing the relations of all social sectors according to the principles of the Constitution.

-       Established and strengthened the government institutions in accordance with principles of the Constitution and set up legal foundation for their status and balance of powers. Amended numerous laws including the State Great Hural, Government, President, Juridical and others. Adopted the Law on Administrative and Territorial units and their Governing bodies and implemented the Constitutional principles of combining their self-governance with the central government.

-       Adopted the Law of Presidential Election and consequently delivered a Resolution setting the date for the first general election of Mongolia President as June 06, 1993.

-       During the mandate of this parliament, key acts on market economy relations have been adopted including the State budget, Accounting, Taxation code, Excise tax, Customs and Customs’ tariff and foreign investment laws.

-       The launch of the second market for securities, after the completion of privatization by stock-vouchers, was a big step toward the expansion of the economic relations of the new society.

-       The law of the new Health insurance law, Social insurance, prevention of the AIDS, Environmental protection, Water, Defense, State and other Organizations, Personal confidentially and Amendment to the Law on Criminal Procedures and the Law on Judicial power and Law enforcement organizations have been adopted.

The 1992-1996 State Great Hural comprised of the following 10 Standing Committees:

1.    Standing Committee on Nature and Environmental Protection (Chaired by Ch.Khurts and M.Mendbileg)

2.    Standing Committee on Education Science and Culture (Chaired by J.Batsuuri and B.Demberel)

3.    Standing Committee on Foreign Policy and Security (Chaired by D.Lundeejantsan)

4.    Standing Committee on Internal Affairs (Chaired by S.Chuluunbaatar)

5.    Standing Committee on Budget, Finance, Monetary and Credit Policy (Chaired by A.Bazarkhuu)

6.    Standing Committee on Sessions and Administration (Chaired by D.Dashtseden and A.Bolat)

7.    Standing Committee on Legal Affairs (Chaired by S.Tumur and Ts.Nyamdorj)

8.    Standing Committee on Demography, Health, Labor and Social Welfare (Chaired by G.Zuunai and D.Munkhuu)

9.    Standing Committee on Food and Agriculture (Chaired by J.Norovsambuu and N.Bayartsaikhan)

10. Standing Committee on Economic Development and Infrastructure Policy (Chaired by G.Tsedendagva)

In 1995, as an improvement on its structure, the incumbent State Great Hural has reduced the number of Standing Committees into the following 6 committees: State Structure, Social Policy, Budget-Finance-Monetary and Credit Policy, Legal Affairs, Rural Policy and Nature Environment, and Economic Policy.

The Mongolian People’s Revolutionary Party has implemented its manifestos, policies and decisions, since it held the majority seat in the 1992-1996 State Great Hural. The political leaders from the Democratic force, S.Zorig, Da.Ganbold, Ts.Elbegdorj, M.Enkhsaikhan and R.Gonchigdorj, have been elected as the members of the State Great Hural obtaining 5 seats.
