THE 2000-2004 STATE GREAT HURAL

At the third election of the State Great Hural, the MPRP -72, the coalition “Democratic Union” of the MNDP-MUWP -1, the coalition of CW-GP -1, Mother Country-MNSDP -1 and 1 independent candidate won seats and the MPRP has formed this parliament’s absolute majority. 

This State Great Hural had a historic responsibility to resolve wide ranging issues including to further deepen legislative reforms in the state policy, strengthen the national economy, increase industrial growth, create positive environment for domestic industries, further increase foreign investment, improve people’s living standard and to ensure social welfare.

The main distinctiveness and effect of this parliament was to ensured stability and cohesiveness and comprehensiveness of state policy and implemented public service reforms while fulfilling positive legislative environment for the national economic and social development and made substantial steps toward the conceptual and major legislative solutions.

Establishing a new standard of presenting the current national economic, social and financial briefing to public, one month prior the end of a parliamentary term or the announcement of the next election was an important step to get an assessment on implementation of public and governmental organizations’ duties which they are liable in front of the electors.

This State Great Hural has passed laws on Public Service, Administration and Financing of State Budget Entities, State Oversighting and State Auditing and created new environments for the reforms of the above mentioned sectors and their relevant organizations and entities.

Moreover, it has adopted a several major new legislations including the Civil Law of Mongolia, Law on Civil Court Procedures, Criminal Law, Law on Criminal Procedures, Law on Administration Court Procedures. Also, within the framework of ensuring a Mongolian constitutional objective to guarantee human rights and freedom, the State Great Hural has ratified the National Program of Human Rights and established the National Human Rights Commission.

There were several important decisions on determining the land reform policy and the adoption of a set of laws on Land and particularly adopting the Land Privatization law has guaranteed the personal and social well-being of Mongolians and first time ever allowing citizens to own a land or utilize land in economic and procuremental use.

As a result of the special attention it rendered toward the social welfare of the citizen, the pension, allowance, compensations and the minimum amount of wages and pensions have doubled during this State Great Hural’s mandate.

The 2000-2004 State Great Hural has maintained the same structure of 7 Standing Committees of its previous parliament and the State Great Hural members D.Lundeejantsan, Sh.Gungaadorj, T.Gandi, D.Demberel, N.Bayartsaikhan, Ts.Sharavdorj and T.Ochirkhuu have chaired the Standing Committees for 4 years, by-elections.

It should be noted that the state policy and stability during the mandate of this State Great Hural has much contributed to the national social, economic development. Especially, the GDP growth has reached 10% for the first time in the modern history.

Endeavoring at the turn of the country was another historical significance of this parliament. The State Great Hural has convened its Honorary session dedicated to the Millennia and discussed about their obligations and duties to learn from the traditional and historical legacy of the Mongolian Statehood, and revere Statehoodness and to endeavor unity for the benefit of the people.
