Chairman G.Zandanshatar sends a congratulatory message to the NHRCM on its 20th anniversary


Today on February 2, 2021, Chairman of the State Great Hural (Parliament) of Mongolia G.Zandanshatar sent a congratulatory message to the National Human Rights Commission of Mongolia on its 20th anniversary.

At the beginning of his message, Chairman G.Zandanshatar highlighted that the human rights are the values of democracy. The new Constitution of Mongolia was adopted in 1992, where the human rights and freedom issues were formulated and ensured in accordance with international human rights principles and norms. Under the new Constitution, Parliament of Mongolia has been gradually implementing legal reforms and as an example of this, the Law on the National Human Rights Commission of Mongolia was ratified twenty years ago by forming the National Commission on Human Rights.

About the NHRCM

The Law of the National Human Rights Commission of Mongolia was adopted on December 7, 2000 by forming the institution on national human rights in Mongolia. The law comprises of 6 chapters and 26 articles and provides the operational principles, structure, organization, and mandate of the Commission. On January 23, 2020, the Law of the National Human Rights Commission of Mongolia was revised by the State Great Hural and it came into effect from March 3, 2020. This newly enacted Law reflected new progressive provisions covering issues such as appointing five Commissioners instead of three, ensuring transparent and open appointment procedure for Commissioners, establishing National Preventive Mechanism (NPM) under the NHRCM and appointing one Commissioner to be in charge of NPM, ensuring demands and recommendations of Commissioners and improving accountability mechanism for those officials to be held responsible for not fulfilling demands and recommendations of Commissioners.
