The draft resolution of the State Great Hural on the preparation of the draft amendments to the Constitution of Mongolia for the second and third readings was approved

Today's (05.05.2023) plenary session of the 2023 spring regular session of the State Great Hural continued with the discussion of the draft resolution of the State Great Hural on the preparation for the second and third readings of the amendments to the Constitution of Mongolia.


The opinion and conclusion of the Standing Committee on State Structures regarding the draft resolution was presented by M.Oyunchimeg, a member of the State Great Hural. She said that the first hearing on whether to hear and proceed the draft amendment to the Constitution of Mongolia was discussed at the Standing Committee on State Structures and the plenary of the State Great Hural of Mongolia discussed at its session on May 5, 2023 and decided to transfer to the Standing Committee for preparation for the second discussion of the draft which was submitted by the Government of Mongolia on May 3, 2023. She stated that the majority of the members who participated in the Standing Committee meeting supported the establishment of a Working group responsible for preparing the draft for the second and third discussions in accordance with the Article 12.2 of the Law on Revision and Amendments to the Constitution of Mongolia.  

As there were no members to ask questions or speak in relation to the topic under discussion, 77.6 percent of the members who attended the meeting supported the adoption of the draft resolution of the State Great Hural on preparing the draft amendments to the Constitution of Mongolia for the second and third readings.


In the draft of the resolution, the working group to be headed by N.Enkhbold, member of the State Great Hural and Cahir of the State Structures Standing Committee, and to have the following members of the State Great Hural as working group members that are Sh.Adishaa, J.Batsuur T.Dorjkhand, H.Nyambaatar, D.Sarangerel, D.Togtohsuren O.Tsogtgerel, B.Enkhbayar. Also, the Working group was instructed to prepare the draft amendments to the Constitution of Mongolia for the second and third readings within the time limit stipulated by the relevant law, and the Secretariat of the Parliament was instructed to provide professional and methodological assistance and support to the Working group while the Government of Mongolia was instructed to present the draft to citizens, listen to their opinions, provide organizational support for the task, and incur related expenses during and between the discussion phases of the draft amendment to the Constitution of Mongolia. In addition, it has assigned the relevant governors to organize and work on and take the responsibility of discussions of the draft amendment to the Constitution of Mongolia that has been organized in their respective administrative territory.
