The assignment and deadline for the preparation of the draft constitutional amendments for the third discussion have been determined

On May 19, at the general spring session of the 2023 the State Great Hural, the draft law on the procedure for transition to compliance with the changes made to the Constitution of Mongolia was discussed. T.Dorjhand, Member of the State Great Hural, presented the opinions and conclusions about the discussion of the draft law at the meeting of the Standing Committee on State Structure. In his presentation, Mr.T.Dorjhand mentioned that at the meeting of the Standing Committee, the Mongolian People’s Party group took a two-hour break, during which, the working group responsible for preparing the draft constitutional amendments for the second and third discussions was convened and revised the proposal.


In accordance with Article 16.4 of the Law on Amendments to the Constitution of Mongolia, the working group added Article 1 stating that the Law to be followed from the date of publication and changed the second article of the draft law into the third article. The majority of the Members present in the meeting of the Standing Committee supported the above and other proposals that are different in principle.


O.Tsogtgerel, Member of the State Great Hural and Head of the Democratic Party, expressed his opinion in regards to the conclusions of the Standing Committee. At the meeting of the working group, it was agreed to implement the changes made to the Constitution starting from the 2024 regular election of the State Great Hural. Out of the five proposals that differ in principle mentioned in the conclusions of the Standing Committe, the remaining four proposals were voted to direct the completion of the proposals related to the above. The controversial proposals were supported by the majority of the Members who participated in the general session of the State Great Hural, so the draft law on the procedure to comply with the changes made to the Constitution of Mongolia was transferred to the Standing Committee on State Structure for preparation for the final discussion.


After that, the draft resolution of the State Great Hural on the task of preparing the draft amendments to the Constitution of Mongolia for the third discussion and setting the deadline was discussed and approved. A.Adyasuren, Мember of the State Great Hural, presented the opinions and conclusions regarding the discussion of the draft resolution at the meeting of the Standing Committee on State Development. According to the resolution, the deadline for the preparation of the draft amendments to the Constitution of Mongolia for the third discussion is set, and the relevant structures and offices of the State Great Hural are to be prepared, and the members of the State Great Hural are to be instructed to present the draft to citizens and elicit their opinions.


At the meeting of the Standing Committee on State Structure, there were no questions or suggestions from the Members of the State Great Hural on the opinions and conclusions regarding the discussion of the draft resolution, so the resolution was approved. The majority of the members who participated in the general meeting supported and approved the draft resolution, and the Chairman of the State Great Hural, G.Zandanshatar, read aloud and presented the final version of the resolution.


According to the resolution, the period for the preparation of the draft constitutional amendments for the third discussion has been set as May 22-30, 2023. All Members of the State Great Hural were instructed to explain the draft amendments to the citizens and elicit their opinions.


In connection with the adoption of the resolution, the Speaker of the State Great Hural, G.Zandanshatar, gave a speech and, taking into account the public's critical attitude towards the reputation and activities of the State Great Hural, it is a strict duty to the members and ministers to take responsibility for their duties, participate actively and without delay in the meetings, and increase their disciplinary responsibility. directed. In addition, he warned that when discussing issues related to the state budget and plans, the ministers were indifferent and that some members of the State Great Hural did not work in their constituencies. instructed that the work of listening and explaining thoughts should be carried out continuously. He also instructed the government to accept the comments made by the people and to solve the problems related to the people's livelihood such as price increase, salary and pensions, as well as the problems related to bureaucracy and delays in the public service. At the end of his speech, he officially announced that the work of preparing the draft amendments to the Constitution of Mongolia for the third discussion has begun, and the work of presenting the draft to the people and eliciting opinions has begun.


G.Amartuvshin, Member of the State Great Hural, presented the opinions and conclusions regarding the discussion of the draft law at the meeting of the Standing Budget Committee. During the discussion at the meeting of the Standing Committee, J.Batjargal, Member of the State Great Hural, asked whether the child allowance was fully included in the draft law, whether it was possible to transfer the expense from the general budget to the expense of the Future Heritage Fund, and whether it was possible for the children to have savings, and whether it was possible to improve the budget balance, and whether it is possible to keep the government's debt to 49 percent mentioned in the introduction of the draft law, and received the answer he needed. In addition, G.Temuulen, Member of the State Parliament, asked whether it would be possible to comply with this budget framework statement when drafting the 2024 budget.


The Members who participated in the general session of the State Great Hural did not raise any questions or comments regarding the opinion of the Standing Committee on Budget. The proposal supported by the Standing committee was approved by the majority of the members who attended the plenary session of the State Great Hural, so the bill was transferred to the Standing Budget Committee for preparation for the final discussion. The first discussion of the draft resolution of the State Great Hural on approving the 2024 development plan of Mongolia was held later. B.Battumur, Member of the State Great Hural, presented the opinions and conclusions regarding the discussion of the draft at the meeting of the Standing Committee on Economy. In his introduction, B.Enkhbayar, Member of the State Great Hural, spoke about education, Member of the State Great Hural D.Batlut spoke about coal export, Member of the State Parliament H.Gankhuyag spoke about mineral policy, energy and education, Member of the State Parliament N.Hanibal asked about the processing and export of agricultural products, M.Oyunchimeg, Member of the State Parliament, about tourism and soil pollution, and J.Chinburen, Member of the State Parliament, asked about the general hospital of Bayanzurkh district.


To ensure the preparation of projects and measures to be implemented with the state budget, public-private partnership and foreign loan aid funds to be included in the 2024 Development Plan of Mongolia developed by the working group, to organize the smooth implementation, and to direct the government on the issue of creating a system of the National Wealth Fund 16 opinions with different principles and the principles put forth by members of the State Great Hural L.Monkhbaatar, S.Ganbaatar, S.Chinzorig, D.Togtohsuren, J.Chinburen, N.Hanibal, J.Bat-Erdene, T.Enkhtuvshin, and D.Batlut supported the dissenting opinions. However, he did not support the proposal made by B.Purevdorj, Member of the State Great Hural, to connect Tsetse Sum of Hovd Province with the horizontal axis road.

Members of the State Great Hural D.Sarangerel, M.Oyunchimeg, Ts.Tuvaan, N.Naranbaatar, D.Batlut, H.Badelkhan, B.Beisen and B.Bayarsaikhan asked questions, and Members of the Working Group headed by Deputy Prime Minister and Minister of Economy and Development, Ch.Khurelbaatar, Minister of Mining and Heavy Industry J.Ganbaatar, and Minister of Energy B.Choijilsuren gave detailed answers. Also, G.Damdinnyam, a member of the State Parliament, spoke and asked to complete the Blacksmith's Road.

When the votes were taken based on differing opinions on the discussed issues, most of the opinions were supported by the majority of the Members who participated in the general session of the State Great Hural, and some of the opinions were directed to be fully developed. Also, due to the need to include the suggestions made by the Members in the Development Plan, and for this, to conduct relevant research, the discussion of the draft resolution was postponed, reports the Media and Public Relations Department of the State Great Hural.
