S.Byambatsogt, the Chairman of the State Great Hural, met today (June 10, 2026) with the Chairperson and members of the Judicial Disciplinary Committee to exchange views on the current implementation of the Law on Courts and other related legislation, the effectiveness of the new constitutional system of judicial discipline and accountability, and potential measures to further improve the legal and regulatory framework.
During the meeting, the Chairman of the State Great Hural emphasized the importance of maintaining effective coordination and feedback mechanisms between the legislative and judicial branches in developing the legal environment, while respecting the principle of separation of powers and the independence of each institution. He noted that public confidence in the State and the rule of law is inseparably linked to the performance of all institutions exercising state authority and stressed that the judiciary and the Judicial Disciplinary Committee play a particularly important role in strengthening such confidence.
Representatives of the Judicial Disciplinary Committee, established pursuant to the 2019 amendments to the Constitution and the Law on Courts adopted in 2021, provided information on disciplinary proceedings involving judges and challenges relating to procedural standards. They also presented proposals concerning the codification of procedural rules governing disciplinary proceedings.
Chairman S.Byambatsogt underscored the need to assess and evaluate the implementation of the Law on Courts of Mongolia, which has now been in force for five years, in accordance with the requirements of the Law on Legislation. He further noted that research should be conducted on the possibility of regulating disciplinary adjudication procedures through a dedicated law rather than by procedural regulations alone. He encouraged members of the Judicial Disciplinary Committee to develop relevant proposals and work closely with Parliament on this matter, and instructed the relevant officials to take the necessary follow-up measures.
At the conclusion of the meeting, the Chairman of the State Great Hural emphasized the importance of all institutions making every effort to fulfill their legal responsibilities and contribute to meeting society’s expectations for justice and fairness.
The meeting was attended by D.Tsogtbaatar, Chairman of the Standing Committee on Legal Affairs; H.Baasanjargal, Chairperson of the Human Rights Subcommittee; N.Otgonchimeg, Legal Policy Adviser to the Chairman of the State Great Hural; and other relevant officials.
