SPEECH BY SANDAG BYAMBATSOGT, CHAIRMAN OF THE STATE GREAT HURAL OF MONGOLIA AT THE CLOSING OF THE 2026 SPRING SESSION OF THE STATE GREAT HURAL OF MONGOLIA

The 2026 Spring session of the 9th parliament of Mongolia has concluded after 79 working days of dynamic, progressive, and professional deliberations.

During this session, the State Great Hural deliberated and adopted 18 principal laws, 2 revisions of existing laws, 188 amendments and modifications on existing laws, 4 ratifications of international treaties, 5 laws revoked, and 58 resolutions of the State Great Hural.

At the midpoint of the current parliamentary term, a record 79 drafts were submitted during this session, of which 43 were initiated by members of the State Great Hural - the highest number introduced by members in any parliamentary session to date.

Over the past two years, the State Great Hural has enacted a total of 341 legislative acts. During this spring alone, the State Great Hural has deliberated and adopted 278 legislative acts.

I extend my sincere appreciation to all members of the State Great Hural and other legislative initiators who demonstrated initiation and dedication in submitting draft laws.


I believe this has been a productive and results-oriented session that clearly demonstrated what can be achieved when members of the State Great Hural and the political parties represented in parliament, place the interests of the nation and its citizens above all else, set aside political polarization and division, and work together in a spirit of mutual understanding and unity.

Within the framework of its constitutional oversight authority, the State Great Hural held three “Question time” sessions with the prime minister of Mongolia and members of the cabinet to review the implementation of government policies and decisions. In addition, it conducted separate general oversight hearings on the capital city of Ulaanbaatar's 2024-2026 investment and budget expenditures, as well as on the implementation of the Herders law, and adopted the relevant decisions.

During this session, we launched the “Open parliament” reform initiative.

Parliamentary reform is not merely a matter of improving internal procedures. Rather, it is about ensuring that legislation is deliberated and enacted with meaningful public participation and oversight that every decision made by parliament is effectively implemented in the lives of our citizens.

Throughout this session, members of the State Great Hural demonstrated greater professionalism and productivity, with improved participation and engagement. As a result, the State Great Hural has taken an important step toward becoming a more open parliament - one that listens to citizens and remains close to the people.

Fellow citizens,

The State Great Hural is the highest representative institution through which the people exercise the sovereign power vested in them by the Constitution, and it stands as the central institution of our democracy. Therefore, every decision of the State Great Hural must be optimal, forward-looking, timely, and responsive, so that it contributes to improving the lives and livelihoods of the Mongolian people, secures a brighter future for coming generations, and further strengthens their hopes and aspirations.

As representatives of the people, members of the State Great Hural must uphold the interests of the nation and all its citizens, respect and faithfully uphold the Constitution and the principles of statehood, actively participate in every matter under deliberation, serve as the voice of the people, and personally cast their votes in the legislative process. This is the fundamental principle of representative democracy.

For this reason, throughout the past 90 days since being elected as Chairman of the State Great Hural, I have consistently urged every member to strengthen their attendance, participation, commitment, and responsibility.


Together with the political parties represented in the State Great Hural and all members of parliament, I have worked diligently to restore public confidence in our permanent legislature and to revitalize its work, which had lost reputation.

These results of these efforts are already visible, as attendance and participation in plenary sessions of the State Great Hural have improved significantly.

To establish meaningful public oversight of the State Great Hural, we have introduced “real-time attendance reporting” for plenary sessions. From now on, it is the citizens who will determine how members, who do not attend parliamentary sessions, should be held accountable.

This marks a strong beginning for an Open parliament that is truly responsive to its citizens.

I believe this is a positive outcome of a meaningful reform that gives real substance to public participation and oversight. 

To ensure that parliament informs citizens about every matter under deliberation, encourages their participation, and enacts laws that reflect the realities of everyday life, we have established a mechanism through which any citizen may submit comments and proposals on draft laws and parliamentary resolutions.

We have added an "Open parliament" section to the e-Mongolia digital platform, creating a direct communication channel through which the State Great Hural can receive public comments and suggestions.

Citizens are now able to express their views on whether enacted laws have genuinely improved their lives or, conversely, have imposed unnecessary burdens. In doing so, they are given a direct opportunity to participate in the exercise of state authority.


By listening to our citizens in this way, the State Great Hural is now better positioned to continuously monitor the implementation of the laws it enacts, promptly identify legislation that places undue burdens on citizens and businesses, and make timely improvements.

The core value of an open parliament is to amend laws that no longer reflect the realities of society without delay, and to enact people-centred, rather than state-centred legislation.

Fellow Citizens,

During the spring session, the State Great Hural amended the Law on Health and enacted the new Law on Organ, Tissue, and Cell transplantation and the Law on Blood donation. I am pleased that these life-saving laws, which offer the gift of life, represent the realization of our shared commitment to safeguarding the health and lives of our citizens.

In recent years, our country has witnessed the increasing severity of desertification, land degradation, water scarcity, drought, and severe winter conditions. Climate change has become a real and pressing challenge that affects us all.

Soon, Mongolia will host more than 10,000 delegates and guests from over 190 countries to discuss desertification, land degradation, and water scarcity. In preparation for this historic event, the State Great Hural enacted the new Law on Climate change, establishing the legal framework for reducing greenhouse gas emissions.

The adoption of the new Law on Improving the Utilization and Effectiveness of Foreign loans has enabled us to accelerate the implementation of major national development projects, including the Oil refinery project and the Erdeneburen hydropower plant.


For the first time in 27 years, we comprehensively revised the Law on Family, strengthening the protection of the rights of children and women who are often unable to speak out in defense of their own rights, providing equal recognition and incentives to mothers with many children, and introducing a comprehensive policy to support every Mongolian family.

The State Great Hural enacted the Law on the Governance of State and Locally-owned companies to streamline state-owned enterprises with excessive expenditures and cumbersome structures, improve their governance and management, and put an end to the long-standing practice of the state competing with the private sector.

It is our entrepreneurs and taxpayers who shoulder the nation's economy. It is therefore the responsibility of the state to support the development of the private sector, maintain a stable and enabling business environment, remove unnecessary obstacles to growth, and serve as a reliable partner in its progress.

I would like to particularly emphasize that, during this spring session, the State Great Hural laid an important foundation for supporting hardworking citizens and businesses and for ensuring genuine economic freedom by enacting the new Law on Economic freedom.


We also adopted a comprehensive package of tax reform laws that places the interests of taxpayers first, protects low- and middle-income citizens from the pressures of rising prices and high borrowing costs, and supports every individual who earns a living through work and enterprise.

Under these tax reforms, we revised the corporate income tax brackets and reduced tax rates. Most importantly, 1.3 million taxpayers will now retain the MNT 2 million they previously paid in annual personal income tax, enabling them to use these funds to improve their household livelihoods.

We have exempted citizens purchasing their first home from taxation and abolished the two percent tax previously imposed when they sold that property, thereby supporting families as they establish their first household.

We have also introduced meaningful reforms to the social insurance system by ensuring that those with longer years of service receive higher pensions, reducing disparities among pensioners, and exempting students engaged in part-time employment, as well as up to three employees of small businesses with a limited workforce, from paying social insurance contributions.

I extend my deepest appreciation to the members of the State Great Hural and the staffs of the Secretariat of the State Great Hural, whose dedication and initiative made the enactment of each of these laws possible.

In considering every matter and policy decision, all legislative initiators and policymakers must steadfastly uphold the principle of placing the interests of the nation and its citizens above all else; setting aside political division and disputes; focusing on long-term national development rather than short-term interests; and approaching every decision with responsibility, professionalism, sound analysis, and evidence-based judgment rather than political expediency.

As we pursue legislative and policy reforms governing all aspects of our nation's economic and social life, it is our solemn duty as members of the State Great Hural to adhere firmly to the principle that no issue is too large or too small to deserve our attention.

The people of Mongolia expect us to bring an end to the longstanding culture of partisanship, political polarization, and the crisis of governance; to unite around our country's major development goals; and to work with a shared sense of purpose in adopting the fundamental policies and decisions needed to strengthen the national economy and improve the lives and livelihoods of our citizens.

It is also worth noting that, during this spring session, the State Great Hural promptly deliberated and adopted the Government's legislative proposals that reflected pressing public demand. Laws and parliamentary resolutions must not remain merely words on paper - they must be implemented in practice.  I, therefore, wish to underscore that it is now incumbent upon the government to ensure effective implementation of these laws, deliver tangible and visible results, and act with greater speed and efficiency.

Today's international environment, prevailing economic conditions, and the challenges of our time require us to anticipate potential risks, prepare for them in advance, build resilience, overcome difficulties, and act with clear strategic vision and planning.


Summer is not a time for complacency. We must begin our preparations now by ensuring a stable fuel supply, paying close attention to the supply of meat, flour, potatoes, and vegetables, preventing price volatility, ensuring that the benefits of economic growth reach every citizen, increasing household incomes, and making thorough preparations in the energy and livestock sectors for the coming winter.

Honourable members of the State Great Hural,

We must be prepared to listen to the genuine criticism of our citizens, reflect upon it with sincerity, and correct what is inadequate or ineffective.

A good law is one that promotes development, delivers tangible benefits to the people, looks to the future, and provides lasting solutions. With this in mind, I encourage each of you to make the summer recess a productive period by engaging more closely with your constituents and listening carefully to their views on the draft laws that will be deliberated during the upcoming autumn session.

Parliament is founded upon collective decision-making and collective responsibility for results. The achievements and shortcomings alike - the quality of our work and the effectiveness of our performance - during the 9th parliament  are shared equally by all 126 members.

Let us work together to build a responsible, accountable, and Open parliament that earns the trust of our citizens by enacting people-centred legislation and laying a strong foundation for the development of a prosperous and resilient Mongolia.

May the spirit and fortune of the Mongolian people ever rise. May our nation remain united and continue to prosper. May every citizen enjoy happiness, and may every family live in peace and well-being.
