The second discussion of the draft amendment to the Constitution of Mongolia was held

Today's (19.05.2023) plenary of the 2023 spring regular session of the State Great Hural began at 10:08 a.m. and five issues were tabled to be discussed.


At the plenary, the second discussion of the draft amendment to the Constitution of Mongolia was held, and N.Enkhbold, a member of the State Great Hural, presented the opinion and conclusions of the Standing Committee on State Structures regarding the preparation of the draft for the second discussion. In the framework of implementation of the Article 46.6 of the Law on the Session procedures of the State Great Hural, the Standing Committee on State Structures of the State Great Hural and the Secretariat of the State Great Hural have taken the following activities in between May 3-17, 2023 including, organizations of public announcement of the information related to the draft and discussions of amendments to the Constitution of Mongolia, publishing of the draft and collecting public opinions and to pool the results and making presentations on opinions and conclusions.


According to Decree No.85 of 2023 of the Chairman of the State Great Hural titling "Assigning members of the State Great Hural to work in their Constituencies", the members of the State Great Hural have worked in their respective constituencies in between May 7-16, 2023 to provide information to citizens about the draft, make presentations in order to ensure public participation, and to listen their opinions. During this period, 64 members of the State Great Hural have worked in 197 sums of 21 aimags and 9 districts of the capital city, delivering information to 62,672 citizens and receiving their opinions.

Opinions from citizens and organizations were also submitted through public relations channels of the State Great Hural of Mongolia: At the discussion stage of the draft amendment to the Constitution of Mongolia, 273 citizens and organizations submitted a total of 561 opinions through 6 public relations channels of the State Great Hural of Mongolia, of which 264 opinions or 47.1 percent were via d.parliament.mn email, 202 opinions or 36.0 percent via the State Great Hural email, 13 opinions or 2.3 percent by e-mail, 4 opinions or 0.7 percent by official letters, 44 opinions or 7.8 percent through telephone calls, 34 opinions or 6.1 percent were submitted directly to the Citizens and Public Relations Center 11-11.


N.Enkhbold, continued presenting the opinions and conclusions submitted by other Standing Committees with the following supporting results as 1/At least two-thirds or 72.7 percent of the members who attended the meeting of the Standing Committee on Security and Foreign Policy; 2/At least two-thirds or 64.3 percent of the members who participated in the meeting of the Standing Committee on Environment, Food and Agriculture; 3/ Unanimous vote of the members participated in the meeting of the Standing Committee on Education, Culture, Science and Sports; 4/At least two-thirds or 85.7 percent of the members who participated in the meeting of the Ethics and Disciplinary Standing Committee; 5/ Unanimous vote of the members participated in the meeting of the standing committee of Innovation and digital policy; 6/At least two-thirds or 84.6 percent of the members who participated in the meeting of the Standing Committee on Social Policy; 7/At least two-thirds or 84.6 percent of the members who participated in the meeting of the Standing Committee on Budget,; 8/At least two-thirds or 83.3 percent of the members who participated in the meeting of the Standing Committee on Industrialization Policy; 9/At least two-thirds or 80 percent of the members who participated in the meeting of the Standing Committee on Legal policy; 10/At least two-thirds or 80 percent of the members who participated in the meeting of the Standing Committee on Economic policy; At least two-thirds or 86.7 percent of the members who participated in the Standing Committee on State Structures and thus it was considered appropriate to conduct the second discussion of the draft at the plenary.


A vote was casted on whether approve or adopt the proposed clause “Elections to the State Great Hural will be conducted using the system of majority and proportional systems. Seventy-six members of the State Great Hural will be elected on the basis of majority representation and fifty members on the basis of proportional distribution” which was developed by the working group responsible for preparing the Draft amendments to the Constitution of Mongolia for the second and third discussions and supported by the Standing Committee on State Structures. 61 of 66 or 92.4 percent of the State Great Hural members who attended the plenary have supported the text. Thus, the second discussion of the draft amendments to the Constitution of Mongolia was held by casting a vote on each articles, and clauses of the draft that was submitted to the second discussion.


In connection with the preparation of the draft for the third discussion, the Chairman of the State Great Hural G.Zandanshatar has instructed all members of the State Great Hural and the Secretariat of the State Great Hural to provide citizens with opportunity to freely express their opinions on the draft, ensure the participation of citizens, political parties and public organizations, and regularly inform and publish through media, while adhere to the law and principles on the procedures for amendments to the Constitution of Mongolia.


State Great Hural’s today's plenary session will discuss five topics and will continue with the first discussions of the draft resolution of the State Great Hural "On setting the time frame for the preparation of draft amendments to the Constitution of Mongolia" and the draft law on the procedure for transferring to compliance with the amendments introduced to the Constitution of Mongolia.
